Description
NA The Volpe National Transportation Systems Center (Volpe Center) in support of the District Department of Transportation (DDOT) plans to procure a sole source from Parsons Transportation Group, Lynchburg, VA, to provide support services to the District of Columbia Downtown Congestion Management Task Force and prepare a transportation and congestion management study for the central business district. This effort will require the contractor to focus on the collection, analysis and presentation of traffic and transportation data form the policies and programs to better manage congestion within the down town area of the District of Columbia. The study area for this project will consist of M Street, NW to the north; North Capitol Street and South Capitol Street to the east; Maine Avenue and M Street, SW to the south; and 23rd Street, NW to the west. The contractor will assemble and analyze all available data on traffic, transit, pedestrian, bicycle and parking data for the study area. This procurement will be conducted under Simplified Acquisition procedures in accordance with FAR Part 13. Small business firms classified under NAICS Code 541990, Business Size Standard $6M, that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication that they possess a recognized specialization in the collection of transportation and traffic related data in the central business district of the District of Columbia. The contractor must have a detailed and comprehensive knowledge of traffic and transportation conditions in the District of Columbia, including familiarity with the most recent collection of data including the area of study. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses received to this notice would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. The RFQ issuance will be on or about May 12, 2004. Small business firms will be required to submit a maximum of three but not less than two pages of documentation in support of the above for evaluation prior to receiving a s olicitation.
