Description
11th Contracting Squadron/LGCN, Bolling AFB DC, intends to award a sole source follow-on contract to Delaware State University (DSU), 1200 North Dupont Highway, Dover, Delaware, 19901-2275. DSU is a Historically Black College & University/Minority Institution (HBCU/MI) that is able to provide the continued support of the Air Force Flight Awareness Summer Training (F.A.S.T.) Program. The Air Force Office of Small and Disadvantaged Business Utilization (SAF/SB), Headquarters Air Force is interested in continuing an aviation training program designed to help the U.S. Air Force increase the number of minority pilots (to include non-minority cadets who are matriculants at HBCU/MI) through training and orientation in aerospace operations. This training program shall be designed to support those Air Force Reserve Officer Training Corps (ROTC) Cadets attending HBCU/MI throughout the United States and its territories who have been categorized as ?pilots? by Headquarters Air Force ROTC and who have successfully completed at least one academic year towards a four year college degree. This program seeks to use HBCU/MI to provide education, training, and recruitment sources for the Air Force pilot and navigator workforce, and to assist the Vendor (HBCU/MI) in developing its infrastructure to sustain growth in entry pilot development. The program is a three-week Federal Aviation Administration (FAA) orientation designed to provide ?Solo? FAA pilot licensing flight training and aerospace orientation to rising freshmen and sophmore AFROTC cadets. The proposal due date is 10 May 2004. Award will be made on or about 20 May 2004. This acquisition will be Fixed Price with estimated quantities. The NAICS Code assigned to this requirement is 611512, Size Standard $21.5 M. The period of performance for the base year of this contract is 20 May 2004 through 19 May 2005, followed by 4 option periods. This is a FY 2004 requirement. Option periods are subject to the availability of funds in accordance with FAR 52.232-18 Availability of Funds, (Apr 1984). No telephone inquiries will be accepted. Please contact John D.
