Description

U.S. Army, White Sands Missile Range intends to award a sole source contract to Advanced Systems Technology, Inc. (AST), P.O. Box 2305, Lawton, Ok. 73502-2305 pursuant to FAR 6.302-1 entitled, Only One Responsible Source. The requirement is to provid e technical capabilities to plan and conduct exercises and analysis using the EPiCS system. EPiCS is a computer-based, scenario-driven, high-resolution simulation. It is a version on the Armys Janus human-in-the-loop combat simulation, extensively modifi ed to accurately portray the necessary functions to exercise domestic crisis preparedness capabilities. Sole source to AST is due to the following: (1) AST unique knowledge of EPiCS, (2) AST experience with the development of EPiCS, and (3) existing CRAD A between AST and TRAC. The current CRADA between TRAC and AST is set to expire 15 September 2007. No additional notifications of individual services will be provided. See Note 22. (Any proposals must be received electronically by 4:00 PM MST, 07 May 2 007).
