Description

The U.S. Army Communications-Electronics Command (CECOM) is planning to issue a Request for Proposal (RFP) for the acquisition of C-8021E/ASN Compass Control, p/o UH-60A Black Hawk Helicopter's navigation system; the required Compass Control was spe cifically designed and built for the Black Hawk Helicopter. The action will be for a one-year, Firm-Fixed-Price Requirements contract with four one-year options for a cumulative estimated quantity of 470 units. See Note 22. The Government does not poss ess the technical data (drawings or specifications) completely defining the form, fit, function and testing requirements; therefore, the Government intends to solicit and negotiate with Firstmark Aerospace Corporation, Durham, NC; the only known source tha t produces this item as per Justification for Other Than Full and Open Competition, Authority 10 U.S.C. 2304 (c)(1) Only One Responsible Source, FAR 6.302-1. CECOM has established the Interactive Business Opportunity Page (IBOP) website to allow electron ic transmittals of RFPs from CECOM to industry.
