- As of Apr 28, 2004, this is a modification to the pre-solicitation notice previously posted on Mar 17, 2004 for Lake Marion Regional Water Agency Surface Water Treatment Plant. There is no estimated solicitation issue date available at this time. F ollowing is the previously posted pre-solicitation notice: The COE, Charleston District requires the Construction of the Lake Marion Regional Water Agency Surface Water Treatment Plan to be located on a 26-acre site adjacent to the Bluffs subdivision near the Town of Santee. The plant will have a rated capacity of 8 MGD with capability for expansion up to 12 MGD. The plant will rely on ultrafiltration membranes as the main purification technology with additional treatment provided by flocculation and gra nular activated carbon. The plant will also contain a sludge collection system for collection and dewatering of miscellaneous waste streams from within the plant. Miscellaneous chemicals (e.g., fluoride, ammonia, aluminum sulfate, corrosion inhibitor, so dium hypochlorite, lime, sulfuric acid, sodium bisulfite, citric acid, and sodium hydroxide) will also be added at various points throughout the treatment process. These chemicals will be used to either aid one of the treatment units (e.g., citric acid wi ll be used for cleaning the ultrafiltration membranes) or the chemicals will be used as part of the treatment process (e.g., sodium hypochlorite will be added for disinfection purposes). We anticipate issuing a full and open competition Request for Proposa l. The solicitation and all related documents will only be available downloadable from the Internet at http://ebs.sac.usace.army.mil/ebs/AdvertisedSolicitations.asp. Offerors must register at the aforementioned website in order to download the requireme nt. No hardcopy or CD-Rom Solicitation or related documents will be issued. It is the responsibility of the offeror to monitor the website for notices, solicitation documents, and amendments. The solicitation will be posted on or about 13 Apr 04 with p roposals due on or about 14 May 04. These dates are not affirmative so it is the responsibility of the interested party to check EBS daily to see when the solicitation and any changes are posted. The selected contractor will be required to commence work within 14 days of Notice To Proceed. The applicable NAICS is 237110 with a size standard of $28.5M. The magnitude of the work is $10,000,000 - $25,000,000. Engineering Federal Acquisition Regulation (EFARS) Clause 52.232-5001, Continuing Contracts appli es to this procurement. The selected contractor must be registered in the DOD Central Contractor Registration prior to award of this requirement.
