Description
The applicable North American Industry Classification System (NAICS) is 333912 and the size standard is less than 500 employees. The solicitation will be available online at our regional website at www.usbr.gov/pn/contracts/supply, on or about June 1, 2004. To be included on the offeror list, interested offerors must register on our website (www.usbr.gov/pn/contracts/supply). Telephone and faxed requests for the solicitation will not be accepted. We reserve the right to issue the solicitation on paper or CD-Rom if it becomes necessary. If you are registered at our local website, you will be notified by email of the change. The Bureau of Reclamation, Pacific Northwest Regional Office has a requirement to remove the existing eight Sullair air compressors, design, furnish and install eight new air compressors and new piping associated with the new compressor(s) systems, including the interfacing of the new installation to the existing controls. The new air compressors are to replace the existing eight Sullair Model 32-400H air compressors currently used to supply service air throughout the Project and for condensing units G19 ? G24. The existing Sullair compressors are water-cooled, single-stage, oil-flooded, rotary helical screw air end; rated for 400-HP, 1500 SCFM, 150 PSI maximum air pressure, and 2300 VAC direct drive motor. The new compressors shall be located at Elev. 919 at the north end of Third Power Plant, Grand Coulee, Washington. The new air compressors shall be furnished by a manufacturer that regularly designs and manufactures this type of compressor. The manufacturer shall be required to furnish membership certification on ISO 9001, CAGI (Compressor Air and Gas Institute) and ASME pressure vessel code "U" stamp. The Contractor shall be responsible for overall system design, fabrication, and installation, and to ensure that the compressor system conforms to the latest editions of construction industry standards, National codes and Washington State regulations. Reclamation intends to award one fixed-price contract. These services will be purchased in accordance with FAR Part 15. Any award will be based on the best value to the Government. This requirement is NOT SET-ASIDE FOR SMALL BUSINESS. We will evaluate technical factors, past performance, experience, and price and price-related factors to determine the best value. These factors are subject to change and the offerors will need to review sections L and M of the solicitation when the solicitation is issued. All responsible sources may submit an offer, which will be considered by this agency. See numbered note 12.
