Description
The Naval Air Warfare Center-Aircraft Division (NAWCAD), Special Communications Requirements Division, St. Indigoes, MD, is seeking to identify responsible sources capable of providing inputs to assist the Department of Defense (DoD) in determining the availability of a SATCOM Modem capable of operating over a Super High Frequency transponded satellite in channel environments that contain high levels of interference and exposed to signal amplitude fading and signal phase fluctuations. These protected and survivable SATCOM links are proposed for use on the Defense Satellite Communications System (DSCS), Wideband Gapfiller System (WGS), and Commercial Satellites for strategic communications. The modem will potentially be used in a variety of earth terminals (both fixed and mobile) that have a requirement for protected and survivable SATCOM links that can operate at multiple data rates up to E-1 on a variety of platforms (fixed, transportable, shipboard, and airborne). The capabilities of the desired satellite modem will be determined by its ability to defeat DoD SATCOM threat projections, self jamming by malfunctioning terminal(s), and fast Rayleigh and Rician fading. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER, A REQUEST FOR INFORMATION that will allow the Government to identify interested sources capable of providing information pertaining to this requirement. The Government would like to leverage the expertise and creativity of potential providers and encourage the broadest possible range of industry-generated approaches to deliver a Satellite Modem. The information requested from industry includes but is not limited to: 1) waveforms utilized for protected and survivable SATCOM. This should specifically address the modulation, coding, waveform structure, latency, and all capabilities associated with protected and survivable SATCOM over the RF link; 2) discuss the implications of Software Communications Architecture (SCA) compliance as it pertains to any of the other information provided for this RFI; 3) provide concepts of modem and network control, network planning and network management functionality required for operation of the protected and survivable SATCOM modem (include in this real time functionality as well as overall system management functionality); 4) describe any unique capabilities that may be required for DoD applications, especially as it relates to tactical terminals, airborne terminals (i.e. Doppler and phase shift), and shipboard applications (i.e. antenna handover and Doppler); 5) provide concepts on user interfaces that can be readily supported and any unique requirements that will require modifications to the existing capability; 6) discuss technologies utilized in the implementation of protected and survivable SATCOM; and 7) provide rough order of magnitude (ROM) cost estimates. The information sought herein is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any product or service. This is NOT a request for proposals. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for any information submitted by respondents to this request. Responses shall be submitted electronically (Microsoft Word for Office 2000 compatible format or PDF) or other written document. Proprietary information shall be clearly identified. Please indicate your willingness to participate in an open forum relative to this RFI, if warranted, based upon response to this request. Based upon input submitted in response to this inquiry, requests for further information may be forthcoming. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. All responses shall be submitted by 3:30 P.M. Eastern Standard Time, 12 May 2004.
