Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209) intends to award a sole source production contract to Duotech Services, Inc., 245 Industrial Park Road, Franklin, NC 28734 for the procurement of engineering/software support, repair services, and associated hardware in support of the AN/ASH-39(V) Crash Survivable Flight Information Recorder (CSFIR) and AN/ASH-37(V) Structural Data Recorder Set (SDRS) Programs, as well as for their joint Ground Support Equipment (GSE), the AN/UYQ-76A Maintenance Data Processing Station (MDPS) and AN/UYM-13 Interface Device Accessory Set (IDAS). Deliveries will be made to various locations throughout the continental United States. Delivery will be required to begin within ten to twelve months from the date of issuance of a delivery order. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Duotech is the only qualified producer of the CSFIR Cockpit Control Indicator (CCI) (P/N 173885-02), the IDAS, and the MDPS. In addition, Duotech is currently the sole qualified repair facility for seven out of the eleven components comprising the SDRS equipment and is the only qualified source with the necessary knowledge, data, equipment and experience to perform this effort within the required timeframe. Please be aware that the Government is not budgeted and has no intention of providing any funding to develop or qualify any product(s) in connection with this effort. It is anticipated that an Indefinite Delivery Indefinite Quantity Type contract, with provisions for firm-fixed price delivery orders, will be awarded for a base period of one year with two one-year options. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command.
