Description
The Government shall set-aside and restrict competition for this procurement under the Historically Underutilized Business Zone, HUBZone, Program limited to Hubzone Small Business firms. POC Contract Specialist-Stephen L. Cannon, Code ACQ11SC. Contracting Officer-Deborah F. Taylor, Code ACQ11. The Government intends to award a Firm-Fixed Price Construction Contract to the responsible offeror submitting the proposal considered in the best interest of the Government using the Best Value continuum process and tradeoff process in a negotiated acquisition. DESCRIPTION OF WORK=The proposed Deployment Processing Center, DPC, Shaw AFB, Sumter, South Carolina will consist of a single-story facility containing approximately 39,800 square feet of gross area. The project also includes the demolition of 44,700 square feet of existing facilities. The estimated construction cost range is between $7,300,000 and $8,100,000. The new DPC will include administration spaces, classrooms, conference rooms, a Deployment Command Post, a high-bay warehouse for bag storage and cargo processing, a new Flight Kitchen, and secure communication systems. The DPC will be constructed with a reinforced concrete foundation and floor slab on shallow spread footings, load bearing concrete masonry unit walls, and internal steel framing members. Interior partitions will be gypsum wallboards on metal studs except for reinforced concrete masonry in warehouse areas. The new facility will have aluminum windows with laminated glazing and an aluminum standing seam metal roof. The high-bay warehouse will have an insulated translucent wall panel system. The facility is designed with an emphasis on sustainable design. The LEED Green Building Rating System will be used with a goal of achieving a LEED certifiable facility. The work includes communication and fire protection systems, all supporting utilities, and site work consisting of parking, sidewalks, access drives, landscaping and demolition of existing flight line facilities. The construction will consist of two phases-Phase One is Mobilization and submittals, Phase Two is the construction of the new Deployment Processing Center and the demolition of Buildings 1500, 1521, 1506 and 1507. The demolition of Building 1500 shall not commence prior to 01 October 2005. Phase One will have a maximum duration of 60 days. Phase Two will have a maximum duration of 547 days. PRE-PROPOSAL CONFERENCE- A pre-proposal conference and site visit has been tentatively scheduled for Tuesday, 08 June 04, 1000 hours, at Shaw Air Force Base, Sumter, SC in Building 250. The Government will evaluate proposals using source selection procedures with the intent to award a firm-fixed price contract to the responsible offeror whose proposal, conforms to the solicitation, as the BEST VALUE to the Government, price and technical factors considered. The Government requires interested Hubzone small business contractors to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Award will be made to the offeror whose technical and price proposal offers the best overall value to the Government, without discussion of such offers. The technical proposal is equal to the price proposal and will be evaluated as set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. All Factors are equal in importance. The evaluation factors and significant sub-factors are as follows-Factor 1-Past Performance, Factor 2-Technical Qualifications, and Factor 3-Technical Approach-Construction Time and CPM Schedule. This work is located at Shaw Air Force Base, Sumter, South Carolina. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVUALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS OR DOCUMENTATION. RFP ISSUE DATE-The Government intends to issue the Request for Proposals on or about Wednesday, 26 May 04. Proposals will be due around Thursday, 01 Jul 04. The exact date will be stipulated in the RFP. NOTE-Since the Government intends to issue the solicitation through the use of the Internet, offerors must register on the Internet at http://www.esol.navfac.navy.mil. Prospective offerors may access the entire solicitation postings, including the plans and specs, on the Internet for viewing and downloading through the above referenced link, although the download time may be excessive. The official planholders list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. A separate phase for submittals of 60 days shall precede the construction phase. The estimated time for construction-phase 2-completion is 547 days. Results of proposals will not be available. To be considered for award, successful offeror must be a certified HUBZone contractor. The Small Business Administration, SBA, establishes the status of qualified HUBZone small business concerns in accordance with 13 CFR part 126. If the SBA determines that a firm is a qualified HUBZone small business concern, it will issue a certification to that effect and will add the concern to the List of Qualified HUBZone Small Business Concerns on its Internet website at http://www.sba.gov/hubzone. Check out the SBA site for Hubzone registration information. Note-New HUBZone applicants must use 2002 NAICS Code in PRONet and-or CCR. Federal Supply Code is Y119, Construction of facilities-other admin & services buildings. The NAICS Code is 236220-Commercial and Institutional Building Construction. The Size Standard is $28,500,000.00. See numbered note number 27. NOTE-If qualified HubZone business firms fail to submit acceptable proposals within budget, the Government may convert this planned contract action to full and open competition.
