Description
"This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command." This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Subpart 13.5 procedures will be used. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Surface Warfare Center, Dahlgren Divi sion intends to purchase on a sole source basis the following: CLIN 0001 - Material Test Station from MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN. MTS is the only known company that has a system that directly incorporates and integrates the environmental chamber with the materials testing programs that allows for single workstation control of both materials testing and environmental conditions. The material test station will be used for the Joint Services Family of Decontaminations Systems (JSFDS). The instrument will allow for a large scale, joint services materials compatibilities study on the effects of a variety of chemical and biological decontamination systems on a variety of military materials. The contractor shall provide the Material Test Station in accordance with the following four Critical Operational Requirements. Critical Operational Re quirement One: Sample Testing Capabilities (such as amount of force under different types of tests that can be applied): A. Minimum hydraulic testing strength equal 5000 lbs (25kN), B. Dynamic Test Force Capacity from at least minus 2 kip or lower (Bend), C. Static Force Capacity of 6 kip or higher (Bend), D. High frequency dynamic modulation capabilities, E. Both tests ASTM D-790 and 2344 compliant, F. Max Operating Pressure of 2800 psi, G. Direct Emergency system depressurization and stop as well as remote Emergency stop, H. Full Range Calibration, and I. All sample-handling components need to be compatible with the potential operating conditions for humidity and temperature. Critical Operational Requirement Two: Sample Manipulation Capabilities (different sizes and types of materials that can be tested): A. Minimum test space of 18 inches width and 30 inches h eight, B. Full range Environmental chamber directly incorporated into test space (i) Operating temperature range of at least minus 40 degrees Celsius up to 200 degrees Celsius, (ii) Humidity range of at least 20 percent up to 90 percent humidity, (iii) Test chamber size of at least 1.25 cu. Ft., no larger than 3 cu. Ft., C. Sample grips (i) Pneumatic sample grips, (ii) Hydraulic sample grips, (iii) Grips must be dogbone compatible, (iv.) Alternate grips to allow for non-standard sample types and shapes, D. Types of Materials to be tested include, but not exclusively (i.) Plastics, (ii) Polymers and polymer composites (Kevlar vests), (iii) Metal and metal alloys (airplane skins), (iv) Glasses, polycarbonate, Lexan and other clear faceplate or windshield polymeric systems, (v.) Uniforms, (vi.) Chem/Bio Protective Suits and peripherals, (vii.) Machinery Equipment such as vehicle tires, machine belts, valve seating and gaskets. Critical Operational Requirement Three: Computerized Control and Data Acquisition and Analysis Capabilities (software driven): A. Greater than 4 KHz data acquisition and at least 8 bit resolution. B. At least 3 open digital channels for user defined data acquisition. C. Computer control of shape of applied static or dynamic stress (waveform variation capable). D. RS232 and/or USBII computer interface. E. Full metric testing standardizations. F. Full Software Capability to generate and store the following materials testing programs: (i.) Tensile strength, (ii.) Compression, (iii.) Bend, (iv.) Fatigue, (v.) Static Fatigue, (vi.) Dynamic Fatigue, (vii.) Modulus, (viii.) Wear Characteristics, (ix) Fracture Toughness, (x.) Crack Propagation, (xi.) Yield and ultimate strength. Critical Operational Requirement Four: Specializ ed Support Equipment Requirements: A. Self contained internal radiator system, B. Self contained hydraulic and pneumatic power train supply that is laboratory compatible in regards to the following issues: (i.) Overall size/footprint of hydraulic supply, (ii) Oil/outgassing potential, (iii.) Noise level (must be less than 70 dB for laboratory use. This acquisition will be a Firm Fixed-Price contract. All items shall be delivered, inspected, and accepted FOB destination to the Naval Surface Warfare Center, Dahlgren Division, Code B54, 17320 Dahlgren Rd., Building 1480, Dahlgren, Virginia 22448-5000. The delivery date is 21 June 2004. Delivery completion is to include (Instrument set-up, power hook-up, hydraulic and pneumatic hook-up, instrumental test runs to ensure complete functionality, and initial training). The proposal number is N00178-04-R-3095; it is issued as a r equest for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22, dated 05 April 2004, and DFARS Change Notice 20040323 dated 23 March 2004. The North American Industrial Classification System (NAICS) Code is 334519 with a size standard of 500. The offeror shall provide a copy of any warranty applicable to the items contained in this solicitation. FAR 52.212-1, "Instructions to Offerors - Commercial Items," applies to this solicitation and is hereby incorporated reference. The Government will award a contract resulting from this notice to the responsible contractor whose offer conforms to this notice, meet/exceeds all the specifications for each item, can meet/exceed the required delivery schedule, has a satisfactory performance history, and is registered in the Central Contractor Registration (CCR). Offerors shall include a completed copy of the provisions at FAR 52.212-3, "Offeror Representations and Certifications - Commercial Items" and at DFAR 252.212-7000, "Offeror Representations and Certifications - Commercial Items" with their offer. The following FAR and DFAR clauses apply to this acquisition and are incorporated by reference: FAR 52.212-4, "Contract Terms and Conditions - Commercial Items," FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items," subparagraphs (a), (b) 1, 7, 13, 14, 15, 16, 17, 18, 19, 24, 29; DFAR 252.212-7001, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items," subparagraph (a), (b) 252.225-7001, 252.225-7012, 252.225-7014, 252.225-7015, 252.243-7002, 252.247-7023, and 252.247 -7024. The following additional FAR, DFAR and local provisions and/or clauses apply to this acquisition: 52.247-34, F.O.B. Destination, 52.204-7, Central Contractor Registration, 252.204-7004, Required Central Contractor Registration, Alt. A, 252.246-7000. Government will award a contract from this combined synopsis/solicitation on an all or none basis. The closing date is 10 May 2004 at 12 noon. Anticipated award date is 14 May 2004. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren, VA 22448-5100.
