Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for for 2 each 60kW CW ion Thruster Supplies. The thrusters supplied shall be in accordance the following specifications: A.) 8kV DC Max, variable 0-8kV; B.) 7.5A DC Max, variable 0-7.5A in voltage or current set/limited mode; C.) Voltage ripple <0.1%; D.) Front panel and remotely programmable current and voltage set point (0 to 10 VDC), remote outputs for current and voltage (0 to 10 VDC), remote output inhibit and fault indicator; E.) Floating return (<100 VDC); F.) Input: 480 VAC 3 Phase; G.) Voltage regulation spec is 1%; H.) Full voltage within 10ms of command; I.) Output capacitance < 0.4 microfarads to limit power during arc discharge; J.) Output inhibit shall be fast response (on order of microseconds), a switch is preferable; K.) Have the capability to continuosly operate for extended periods, up to several thousand hours. The provisions and clauses in the RFQ are those in effect through FAC 01-22. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334515 and 500 Employess, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Glenn Research Center is required within 120 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 4:30 EST on 5/12/04 to NASA-GRC, Attn: Ronald L. Matthews, Mail Stop: 500-306, 21000 Brookpark Rd., Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2004), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. The Contractor shall provide sufficient information for the Government to determine as to whether the company has the technological knowledge to meet our requirement and that this technology has operated ion thrusters. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
