- The United States Air Force, 88th Air Base Wing, Wright-Patterson AFB OH, is contemplating the procurement of a 2D Laser Velocity System, solicitation FA8601-04-T-0049. This solicitation number is re-issued as a Request for Quotation (RFQ) and was previously posted as a Sources Sought Synopsis from 24 March through 6 April 2004. The acquisition is 100% set aside for small business. Response is due by 12:00 p.m. Noon (Eastern Standard/Daylight Savings Time) on Monday, 10 May 2004, to the point of contact identified at the end of this solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no paper copies of this solicitation will be provided. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). The Government intends to award a firm-fixed price contract based on a best value determination. The Government reserves the following rights; (1) to award to other than the lowest offeror; (2) to award without discussions; and (3) to make no award. The Government intends to award to the responsible quoter whose quote conforming to the solicitation is most advantageous to the government in the following areas: technical capability; compatability with existing equipment; and price. The North American Industry Classification System (NAICS) Code is 333314; Standard Industrial Classification (SIC) Code is 3827; Federal Supply Code (FSC) is 6650; and the small business size standard is 500 employees. Awarded contractor must be registered in CCR prior to award, during performance, and through final payment of any contract resulting from this solicitation. Section 108 of the National Defense Authorization Act for Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Partial delivery of contract line items is acceptable; however, only one invoice will be accepted after all components of all line items have been delivered.
