- Description
- The Federal Highway Administration has a need to contract for Office and Administrative Services, Facilities Security Services, Grounds Maintenance, Custodial Services and Facilities Management at our Turner-Fairbank Highway Research Center. This is a Federally owned and operated laboratory facility and office complex located off of the George Washington Memorial Parkway in McLean, Virginia. The contractor shall furnish all necessary supervision, personnel, equipment, tools, materials, and other items necessary to satisfactorily perform the listed nonpersonal support services in a timely, high quality manner. The facility consists of three distinct buildings consisting of approximately 168,000 square feet of office and laboratory space situated on 43 acres of paved, turfed and forested land. The facility houses approximately 300 (government and non-government) employees. The following services are required, including routine preventative maintenance, regular maintenance and repairs: · Office and Administration Services (The workforce shall provide shipping and receiving activities, administrative support, mail and messenger service, pickup of materials and supplies, and delivery service consisting of furniture, boxes, reports, and occasional passengers.); · Facilities Security and Equipment Monitoring Services, (The contractor shall provide necessary labor to maintain physical security of the facility 24 hours every day, including weekends and holidays. This includes performing access gate control, regular inspection tours of all buildings controlling the access and egress of personnel, lockdown and access of exterior zones.); · Ground Maintenance Services (The contractor shall furnish all necessary equipment/material (other than Government furnished equipment/material specified) and labor necessary to fertilize, cut, trim, and maintain the grounds. The contractor shall remove all snow/ice from all sidewalks, steps, landings, parking areas, and entrance ramps.); · Custodial Services (The contractor shall furnish sufficient work forces to perform daily daytime cleaning and maintenance for all areas of facility. These services are generally provided during normal working hours.); and · Facilities Management Services (The contractor shall provide all personnel necessary to perform electrical work, carpentry, plumbing, and heating and air conditioning systems maintenance.). This is a follow-on contract awarded to Raven Services Corporation of Alexandria, VA who is currently providing these services. This procurement is 100% set-aside for small businesses. This procurement is restricted to eligible, responsible small business concerns under the North American Industry Classification System code 561210 ($30 million). The solicitation and all related documents and amendments, if any, will only be released and available electronically through Federal Business Opportunities (FedBizOpps) web site at http://www1.eps.gov/spg/DOT/FHWA/postdate_1.html which will list all the FHWA business opportunities sorted by posted date. The solicitation and related documents will be posted under the RFP number. Interested parties must download the RFP from that site. NO WRITTEN, TELEPHONIC, FACSIMILE, OR E-MAIL REQUESTS will be honored. However, interested parties can register at the aforementioned site to receive procurement announcements and notifications of postings by e-mail. The Department of Transportation, Short-Term Lending Program offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
