- Description
- This notice is for a Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA) requirement to provide national leadership and to work in partnership with States, communities, public-private partners, and families to strengthen the maternal and child health (MCH) infrastructure, assure the availability and use of medical homes, and build the knowledge and human resources, in order to assure continued improvement in health, safety and well-being of the MCH population. The requirement will be competed pursuant to the law, the Social Security Act (SSA), Title V, Maternal and Child Health Services Block Grant, Section 502, Paragraph (a), Sub-paragraph (1) and (2). Therefore, the competition for this requirement is limited by statute to public and/or nonprofit institutions of higher learning and public or nonprofit private agencies and organizations engaged in research or in maternal and child health or programs for children with special care needs for research projects relating to maternal and child health services for children with special health care needs which show promise of substantial contribution to the advancement thereof. The purpose of this contract is to provide training in administrative, analytic and leadership skills to State Title V Directors and staff. During each year of the contract, the contract shall complete the following general activities: • Develop a recruitment plan for reaching Title V directors and key management staff in all states and U.S. jurisdictions. • Conduct three (3) leadership institutes per year, targeting Title V directors and staff. • Provide ongoing technical assistance and consultation to Institute participants once they have completed their training. • Conduct ongoing evaluation to determine if the needs of Title V directors and staff are being met through the Institute. The period of performance is planned to be a contract with a base year with four (4) one year option periods. A justification for other than full and open competition (JOFOC) is on file.
