Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation (OAR) Office of Atmospheric Programs (OAP) Clean Air Markets Division (CAMD) intends to award a sole source firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Dr. Ramon Lopez of the University of Maryland, College Park under the authority of FAR Part 6.302-1. The purpose of this acquisition is to obtain an original 5,000 to 10,000-word research paper demonstrating the relationship of socioeconomic forces and the emissions of greenhouse gases and other radiatively important emissions, such as sulfur dioxide, with a specific emphasis on land use change. The research paper will be presented in a special edition of The Journal of Environment and Development in the first quarter of 2005 along with five research papers awarded under the previous combined synopsis/solicitation RFQ-DC-04-00027. Dr. Ramon Lopez is uniquely qualified to satisfy this requirement because of his ability to provide highly specialized analysis on economic development, land use change and the Environmental Kuznets Curve in Latin America. Due to this fact, Dr. Lopez is the only known offeror capable of meeting the Government's requirement as it relates to land use change. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any individual who believes s/he is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
