THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES (REFERENCE FAR PART 13). This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-2 0. The associated North American Industrial Classification System (NAICS) Code for this procurement is 3344516 with a small business size standard of 500 employees to qualify as a small business. This acquisition is unrestricted and all interested offerors may submit a quote. The Environmental Protection Agency (EPA) anticipates that a firm-fixed price purchase order will be awarded as a result of full and open competition using Simple Acquisition procedures. The U.S. Environmental Protection Agency's Monitoring and Quality Assurance Group within the Office of Air Quality Planning and Standards in Research Triangle Park, NC are requesting quotes for three (3 ea) semi-continuous, real-time carbon aerosol analysis instruments, Sunset Laboratory Model or equal as specified. (1) SPECIFICATIONS: Capabililty to semi-continuously measure particulate Organic Carbon and Elemental Carbon (OCEC) using the NIOSH Method 5040 and EPA Speciation Trends Network particulate carbon analysis protocols; Continuous flow Non-Dispersive Infrared (NDIR) Detector System that will allow operation using two support gases (OpticalEC/TECmode). Organic and elemental carbon concentrations with a time resolution of at least 1 hour, sensitivity at minimum quantifiable levels of 0.5 g carbon/M3 for a 30 minute sample at 8 liters per minute, and transmittance measurement with a temperature stabilized diode laser. Systems to include Laptop with the operating software for the analyzer. Custom 16 Bit data system with embedded CPU instrument controller, system to be field deployable/transportable. (2) DELIVERY/INSTALLATION Shipment shall be FOB Destination to Maywood IL, Lacy WA and Phoenix AZ . Delivery and training for the equipment shall be completed at all three sites, no later than 60 days after receipt of award. The Contractor shall schedule and facilitate one (1) eight (8) hour training session for each site. Installation shall include at a minimum, unpacking of all related components, set-up and hook-up of all components, start-up , sample testing and demonstration of specifications. The training should provide a through demonstration of all equipment functions, equipment operation and basic troubleshooting. Award will be made to the party whose quote offers the best value to the Government, technical, price and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor " Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical capability, and Past Performance when combined, are more important than price. Past Performance and Price shall be evaluated only on quotations determined technically acceptable in accordance with the Technical Capability evaluation criteria. ** Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. ** Past Performance will be evaluated to determine the overall quality of the product and service provided. Quoters shall provide a list of at least three(3) references to whom the same or similar equipment has been provided. Evaluation of Past Performance will be based on the references provided . Documentation shall include the name of the company or organization, reference contact person with telephone or contact information and any applicable grant, contract or purchase order numbers.
