Description
1. This is a Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This notice is issued under Request for Quotation (RFQ) 0036481, using Simplified Acquisition Procedures (SAP). The NAICS is 339111. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2001-22. This notice will result in an aggregate award for a Firm-Fixed Price, one-time buy. The Government intends to negotiate on a sole source basis with Foster and Freeman USA Incorporated, 46030 Manekin Plaza, Suite 170, Sterling, Virginia 20166. The requirement is as follows: (1) VSC-5000, Video Spectral Comparator, Quantity 1, (2) Training and (3) Installation. These items are being purchased because the Laboratory Division currently uses the VSC2000, Video Spectral Comparator, to analyze documents. This equipment is used for examinations such as ink comparisons, document dating, revealing obliterations, torn edge comparisons, and other specialized needs in the questioned document field. The Government intends to negotiate with only one source. Therefore, this notice is not a request for competitive quotes. However, the Government will consider all quotes received by 4:00 p.m., EDT, on April 22, 2004. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
