Description
The National Institutes of Standards and Technology (NIST) intends to negotiate on a sole source basis with the New England Aquarium under the authority of FAR 13.106-1(b) Soliciting from a Single Source, for the collection, processing, and shipment of tissue specimens which shall include liver, kidney, and blubber from 26 marine mammals for specimen banking as part of the Marine Mammal Health and Stranding Response Program. The samples are to be collected using the National Marine Mammal Tissue Bank protocol of NIST’s National Biomonitoring Specimen Bank. The National Marine Mammal Tissue Bank is operated by NIST as part of its National Biomonitoring Specimen Bank (NBSB) as a component of the Marine Mammal Health and Stranding Response Program. The tissue specimens archived for this program must meet rigid selection criteria and must be collected and processed using a highly specialized and detailed protocol to be valid for including in the National Biomonitoring Specimen Bank. The New England Aquarium, which has been collecting marine mammal tissues from the National Marine Mammal Tissue Bank since its inception in 1990, has collected tissues from over 100 animals for the bank using the prescribed NSNB protocol. The New England Aquarium personnel have received special training by NIST and are totally equipped with necessary protocol instruments and necropsy facilities that meet the NBSB criteria. Therefore, based on the aforementioned reasons, the New England Aquarium is the only source who can complete this requirement. A fixed price purchase order will be issued on or about April 23, 2004. Interested parties may identify their interest and capability to respond to this requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation nor is it a request for competition.
