Description
The Coalition Provisional Authority (CPA) Contracting Office, Baghdad, Iraq has a requirement for a communications based train control system, related products and services. A communications based train control system is composed of three main elements: • On-Board Locomotive Computer Systems: Initially to be applied to 100 double cab locomotives of various types currently owned by Iraqi Republic Railways, with embedded features to extend this capability to other locomotives and vehicles. • Computerized Dispatch Office System: Three dispatch desks, co-located in the same building within Baghdad, to provide centralized monitoring and train control for the entire railway network. • Data Communications System: Two-way data communications between on-board systems and the dispatch office in support of train control and train monitoring functions. This action is unrestricted and provides for full and open competition. The period of performance of the awarded contract will be less than one year. The contract will be a Firm Fixed Price, purchase order under FAR Part 12 – Acquisition of Commercial Items. The proposed solicitation number is W914NS-04-Q-0167. The solicitation will be posted no later than 27 April 04. The agency intends to conduct an Industry Day at 9:00 A.M. on 19 and 20 April 2004 at the US Trade & Development Agency Business Development Center, 1000 Wilson Boulevard, 15th Floor, Arlington, VA 22209. Appointments for one-on-one discussions with the Government team will be available to industry representatives in 1 hour increments from 1:00-5:00 P.M. on the 19th and from 9:00 A.M.- until complete on the 20th.
