Description
This synopsis is modified to clarify that notification to the contracting officer of a company's interest in receiving the RFP is not a requirement for receiving the RFP. There is no response required to this synopsis. Please disregard any response due dates that may have been posted. The orginal synopsis, posted in FEDBIZOPPS March 25, 2004, is unchanged and is restated below: The Department of Energy's (DOE) Oak Ridge Operations (ORO) Office anticipates issuing a Request for Proposal (RFP) for the procurement of Information Technology Services in support of the Department's Office of Science and Environmental Management programs, and the National Nuclear Security Administration (NNSA). Services include, but are not limited to, end-user support, server management, applications and database management, systems software, helpdesk operations, data center operations, resource operations, mainframe and parallel processor-based hardware and software operation, and centralized configuration of desktop computing resources. These services are currently subcontracted by DOE/ORO's M&I contractor Bechtel Jacobs Company LLC (EM) and Management and Operating (M&O) contractors BWXT Y-12 (NNSA) and UT-Battelle (Office of Science [OS] - ORNL). The procurement will result in one contract award from which three task orders will be issued--one per site. The contract will be a Time and Materials (T&M) and the performance period will consist of a 3-year base term, plus two option years. The estimated value of the procurement is $125-$135M. The competition is a small business set-aside to be conducted in accordance with FAR 15 of the Federal Acquisition Regulations (FAR). The NAICS code for this procurement is 541513, a size standard of $21,000,000. The RFP will contain the following qualification requirement: "Offerors shall identify up to 3 IT awards equal to or greater than $3 million annually in total that has been performed within the last 3 years for a period of at least one year. Proposals that do not demonstrate compliance with this requirement will not be evaluated." In addition, the RFP will include provisions for Right of First Refusal and Equivalent Pay and Benefits for the incumbent work force transition employees. The RFP will be made available to potential offerors via DOE's E-Center (http://e-center.doe.gov). Potential offerors are responsible for checking the website at regular intervals for updates concerning the procurement.
