THIS MODIFICATION IS ISSUED TO CORRECT THE RESPONSE DUE DATE IN THE DESCRIPTION SECTION OF THE SOLICITATION TO READ AS FOLLOWS: INTERESTED FIRMS SHALL PROVIDE A QUOTE BOTH ELECTRONICALLY IN MS WORD FORMAT AND IN PAPER NO LATER THAN APRIL 20, 2004 ADDRESSED TO PHIL HARRELL, NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION, ACQUISITION MANAGEMENT DIVISION, 1305 EAST WEST HIGHWAY, SUITE 7143, SILVER SPRING, MARYLAND 20910, AND PHILLIP.HARRELL@NOAA.GOV. THIS MODIFICATION ALSO ADDS THE FOLLOWING STATEMENT TO THE DESCRIPTION SECTION OF THE SOLICITATION: ANY QUESTIONS REGARDING THIS REQUIREMENT MUST BE SUBMITTED ELECTRONICALLY TO PHILLIP HARRELL AT PHILLIP.HARRELL@NOAA.GOV NO LATER THAN FIVE DAYS PRIOR (APRIL 15, 2004)TO THE RESPONSE DUE DATE. This is a combined synopsis and solicitation for commercial items prepared in accordance with Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. The National Oceanic & Atmospheric Administration, National Ocean Service, Office of Ocean and Coastal Resource Management intends to acquire communication and local liaison services for the National Marine Protected Areas (MPA) Center. The goals of the Center are: (1) to develop the framework for a national system of MPAs; (2) to improve the stewardship capabilities of existing MPAs at all governmental levels; and (3) to consult with states, territories and commonwealths and to promote coordination in the establishment and management of marine protected areas. The MPA Center requires the following services: (1) coordinate long term state involvement in MPA Center activities; (2) develop and conduct workshops, panels, and prepare policy papers on federal state MPA interaction in the development and future operation of a national system of MPAs. This is a Request for Quotation (RFQ). The Statement of Work is attached. This acquisition is set aside exclusively for small business concerns. The North American Industry Classification System (NAICS) code is 541990 and the related size standard is $6,000,000. Award will be made based on the best value to the government. This will be awarded as a firm fixed price order based upon competition for one eighteen month period and two twelve month optional periods. The estimated level of effort for the eighteen month period is 3000 hours, 2000 hours for the first optional twelve month period, and 2000 hours for the second twelve month optional period. Interested firms shall provide a quote electronically in MS Word format and in paper no later than April 15, 2003 addressed to Phil Harrell, Acquisition Management Division, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7143, Silver Spring, Maryland 20910, and Phillip.Harrell@noaa.gov. Submit a complete quotation that shall be valid for 90 days. The Government will not be responsible for any costs incurred in response to this solicitation. The quote shall be no more than twelve pages and shall include the following: 1) Nature of the Firm (e.g. Primary lines of business, Management, Location, Business Summary (e.g.. Financial Capability, Banking Relationship); 2) Personnel (e.g. Education, Experience, Credentials; 3) Approach (e.g. Understanding of NOAA’s National Marine Protected Area Center‘s operations and procedures, Plan for performance upon award; 4) Past Performance (e.g. Relevant Experience with NOAA, Relevant experience with the National Marine Protected Area Center’s Program; 5) Pricing information (to include a price for the base period and each optional period). For each past performance citation provide a narrative account of the work performed and include the following elements: 1) Summary of the project; 2) Description of work performed and results achieved; 3) Description of methodology, tools, and processes utilized in performing the work; 4) Adherence to project schedule and budget; 5) Problems encountered and corrective actions taken; 6) Identification of the similarity in scope and complexity to this project. Each quotation shall be on 8-1/2 x 11 inch paper in a commercially standard font, not smaller than a size 12 font (excluding separately created artifacts included for reference purposes). The quotation shall be stapled without a binder or elaborate cover. Each page in the quotation shall be separately numbered in Arabic numerals. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items applies. All received proposals will be evaluated on a best value basis using the following award criteria: 1) Approach - the description of how you will perform and manage the work, including understanding and knowledge of the subject area, capacity for performance, personnel, and resources; 2) Past Performance – The relevance and quality of prior performance; 4) Price – The amount, realism and consistency of the evaluated price. The evaluation factors are listed in order of importance. Price shall be evaluated and not ranked. Award will be made using simplified acquisition procedures. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Interested contractors are hereby advised that contractors shall be registered in the Central Contractor Registry (CCR). Please register with the CCR at the following website: http://www.ccr.gov.
