Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This synopsis is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the government. The Air Armament Center, Combat Support Systems, Systems Program Office, Agile Combat Support (AAC/YBC), at Eglin AFB, FL, seeks sources and information on commercially available methods and products to provide materials capable of rapidly repairing spalls and craters on expedient or war-damaged runways and airfields. The primary objective is to conduct expedient repairs to develop Minimum Operating Strips (MOS) for landing and take-off of military aircraft. This may include the innovative use of environmentally acceptable chemicals, synthetic materials, and compounds that can be rapidly applied to spalls/craters ranging from a few inches to five feet in diameter. The materials should be fast curing, environmentally acceptable and should not need highly specialized skills or equipment to apply. The materials should have a shelf life of at least six (6) months, and once applied, the repair should withstand fighter and cargo aircraft traffic with only minor maintenance required without cracking, flaking or failing. The Air Expeditionary Force (AEF) incrementally deploys to contingency locations. Initially, small contingents of personnel and equipment deploy to forward locations to make preparations for the arrival of larger forces. Before the build-up in the forward locations can continue, there is an ever-increasing need to prepare expedient surfaces to facilitate landing and take-off of aircraft that bring the expeditionary infrastructure and equipment to bed-down the forces. Often, the forward operating locations have very limited or no usable aircraft minimum operating strips for landing and take off due to neglect or damage suffered during the contingency. It is essential for the Air Force to have the capability to quickly repair contingency airfield runways. AAC/YBC wants to involve industry in the very early stages of the acquisition of state of the art materials to quickly repair damaged or neglected airfield surfaces. To initiate an exchange of information, AAC/YBC requests that interested parties submit any, or both, of the following: (1) up to a 10 page concept paper, with conceptual sketches, if applicable, that identifies potential/existing solutions to include projected materials, equipment and manpower needs, and/or (2) product samples, brochures, marketing materials or analyses or test documentation outlining the specifications and existing capabilities. As part of your response, please include information on: performance characteristics, commercial availability (sources and outlets), delivery/lead-time, and warranty terms and conditions. Responses will be evaluated and a list of potential suppliers will be established containing those firms determined capable of fulfilling the Government’s requirements. At a later date, the Government may acquire, one or more units for initial testing and evaluation and a subsequent purchase of an unspecified number from one or more of these vendors. This sources sought/request for information (RFI) is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government reserves the right to reject in whole or in part any industry input as a result of this RFI. The Government recognizes that proprietary data may be part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
