Description
The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Ettem USA INC. Kemah, TX. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the NAVSEA Keyport Naval Undersea Warfare Center. The NAVSEA Keyport Naval Undersea Warfare Center has a requirement for the acquisition of 2 Seal/Bearing/Shaft/Assembly, Damped, IAW Drawing 7353186-1 Rev B, and it's Sub Assembly Drawing 7317329 Rev A. The estimated total value of this project is $82,000. The requirement for the Seal/Bearing/Shaft Assembly is a critical element in preparing/maintaining the MK 30Mod 2 ASW Target for initial site activation and fleet training exercises. Ettem USA, Inc. is the original design contractor of the Seal/Bearing Shaft Assembly and owns the rights to the proprietary design for this critical seal assembly for the MK 30 Mod 2 Target propulsion system. Any new design would require extensive engineering and qualification testing, and will require review and approval by NUWC Division Newport. Ettem USA, Inc. is the only vendor with the ability to produce a Seal/Bearing/Shaft Assembly to meet NAVSEA Keyport Naval Undersea Warfare Center requirements. In addition awarding to any source other than Ettem USA, INC would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST April 22, 2004, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
