Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), MacDill AFB, Florida, intends to procure the refurbishment of a Gulfstream Jetprop Commander 1000. AOC will acquire a Gulfstream Jetprop Commander 695A aircraft, serial number 96089, which is considered the most ideal airplane for conducting snow water equivalency measurements in the high elevation and mountainous areas of the United States. After acquisition buy NOAA in May 2004, this aircraft will need interior and exterior rejuvenation to include compliance with Twin Commander Service Bulletin 214, aircraft exterior preparation and paint to match NOAA?s blue and white aircraft paint scheme, a new ?utility style? interior and upgrading the avionics panel to incorporate the Meggit Magic EFIS/EIDS flat panel displays, Garmin Nav/Comm/GPS units and a Multifunction Display. Also, included in the scope of this contract is to complete all inspection items necessary to transition from a 100-hour to a 150-hour inspection cycle. In order to meet its operational commitments for the winter snow survey season with this aircraft, the Government requires all items to be completed and the aircraft returned to the Government in fully operational condition not later than September 30, 2004. The contractor must be able to accomplish the entire scope of work at a single location. The location of the Fixed Base of Operations (FBO) and/or hangar should be located within the operational area of the aircraft (Central area of the US.) NOAA personnel will fly the aircraft to and from the Contractor?s facility. This solicitation for commercial items will be issued on or about May 7, 2003. This procurement is set-aside for small businesses. The NAICS code is 336411. The small business size standard is 1,500 employees. This purchase will be made under the guidelines of FAR, Part 12, Acquisition of Commercial Items.
