Description
The Program Support Center, Strategic Acquisitions Service, Division of Acquisition Management, Department of Health and Human Services (HHS) is conducting a competitive procurement for the Office of the Assistant Secretary for Public Health Emergency Preparedness. HHS requires the continued development and maintenance of it?s Continuity of Operation (COOP) plan in accordance with current federal guidance to provide for the continuation of HHS Headquarters (HQ) essential functions under all emergency conditions. A changing threat environment emphasizes the need for COOP capabilities that will enable HHS to continue its essential functions across a broad spectrum of emergencies. COOP planning establishes operational procedures to sustain these essential functions if normal operations are not feasible, and guides the restoration of the HHS HQ to full operational status following an emergency. This includes the development of COOP facility preparedness. The HHS HQ COOP will provide for the continuance of departmental essential functions within 12 hours and sustaining operations for up to 30 days or longer as the result of a catastrophic event or a national security emergency affecting the Washington, DC, metropolitan area. The base year will run for twelve consecutive months from the date of award with four (4) twelve (12) month option periods. Anticipated date of award is June 2004. The North American Industrial Classification (NAICS) code is 541710, with a small business size standard of 500 employees. The solicitation will be made available on or about May 10. All responsible sources may submit an offer which will be considered for award. Hard copies of the solicitation will not be available as the Federal Business Opportunities website provides downloading instructions.
