Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. On behalf of the Assistant Secretary of the Army, Installations and Environmental (ASA(I&E)), the Defense Contracting Command-Washington (DCC-W) is seeking competitive quotes for a small b usiness set-aside, NAICS 516110. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN REQUEST FOR QUOTES WILL NOT BE ISSUED. This procurement is for the subject subscription. Offerors must be able to fulfill this entire requirement; partial co verage will not be acceptable. The Electronic subscription services for the following regulatory and statutory databases on the Web has an approximate 6,000 to 8,000 potential pool of users and must provide the following: Federal Data consists of All 50 Titles of the Code of Federal Regulations (CFR), Daily Online Federal Register, Daily Summary of Changes to all Federal Regulations, US Code for Environmental Health & Safety (EHS) CFRs, Comprehensive Guidance Documents from numerous government agencies, Official and current EHS forms and reporting guidelines, Daily Monitor feature that includes Final, Notices, and Proposed changes for CFRs 21, 29, 30, 33, 40, & 49, and Chemical lists for selected CFRs. State Data consists of All 50 Environmental State databases, All 50 Environmental State statutes, All 23 OSHA State databases, California Air Quality District regulations. The information provided in the 50 Titles of the CFR shall be current to the day. That is, all final rules will be incorporated into the CFRs on the same day they are published in the Federal Register. The following functional capabilities shall be provided as part of this agreement: a. View the current version of a regulation and its c ompanion document indicating exactly what text has been added or deleted since the last update. b. Allow a search of only those regulations that have been updated since the last release. c. Permit search by subject area (e.g., personal protection). d. P ermit searching by the date in which the data were amended or promulgated. e. Provide a detailed history of all the associated promulgation and amendment dates. f. Provide a weekly summary of regulatory activity from the preceding week's Federal and Stat e Registers. g. All tables, formulas, and illustrations will be included in the text of the regulations, as they would appear in the hardcopy version. Rights shall be granted to the secure customer base of the DENIX (Defense Environmental Network & Information eXchange) user community to access the data sets and use the tools mentioned in Salient Characteristics (above). The DENIX user will access the v endors Web site from a protected area within DENIX. The DENIX user will be given a password and login for access to the vendors Web site which will permit the user access to the information noted above. The DENIX user shall be permitted to download infor mation to a user's remote workstation or personal computer. The information access point from within DENIX will be restricted to DoD military and civilian personnel with valid DENIX logins and passwords. Those DoD contractors who require access to this i nformation as part of their job function for DoD will fill out a form that is retained by the DENIX staff that states that the access is granted for work within the scope of their DoD contract, and is not to be used for their personal use or for the use of their company. The period of performance for access through the Internet/World Wide Web (WWW) shall be provided for a period of 6 months from contract award with one 6-month option to be exercised at any time between contract award date and prior to its expiration. The following FAR Part 12 clauses apply: 1) FAR 52.212-1, Instructions to Offerors Commercial Items (no additional instructions other than noted above); 2) 52.212-2, Evaluation of Commercial Items (Technically acceptable means proposals must meet all requirements, Low Cost); 3) 52.212-3 O fferors Representations and Certifications Commercial Items. NOTE: A COMPLETED COPY OF THIS PROVISION MUST BE SUBMITTED WITH OFFEROR; 4) 52.212-4, Contract Terms and Conditions; 5) 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items. Additional terms, 52.217-9, Option to Extend the Term of the Contract (Contracting Officer may exercise the option at any time upon written notice to the contractor of intent to extend at least 10 days before the contrac t expires). Contractor must be registered in the Central Contractor Registration (CCR). Questions pertaining to this RFQ will until close of business, 5 May 2004.
