Description
The applicable North American Industry Classification System (NAICS) is 238190 and the size standard is less than $12 million in gross annual receipts averaged over the previous one-year accounting period. The estimated price range of the work is $500,000 to $1,000,000. The solicitation will be available online at our regional website at www.usbr.gov/pn/contracts/supply, on or about June 1, 2004. To be included on the offeror list, interested offerors must register on our website (www.usbr.gov/pn/contracts/supply). Telephone and faxed requests for the solicitation will not be accepted. We reserve the right to issue the solicitation on paper or CD-Rom if it becomes necessary. If you are registered at our local website, you will be notified by email of the change. The Bureau of Reclamation, Pacific Northwest Regional Office has a requirement for cavitation and crack repair of the turbine runners, units G-19 through G-24, at the Third Powerplant, Grand Coulee Dam, Grand Coulee, WA. The Contractor shall provide all labor, equipment, and resources from initial mobilization through cleanup and demobilization, as required, to complete all authorized cavitation and crack repairs. The Government will provide the welding rod material. Reclamation intends to award one, multi-year, labor-hour contract. The onsite window for the repairs is August and September for 2004, 2005, and 2006. These services will be acquired in accordance with FAR Part 15. Any award will be based on the best value to the Government. This requirement is NOT SET-ASIDE FOR SMALL BUSINESS. We will evaluate technical factors, past performance, experience, and price and price-related factors to determine the best value. These factors are subject to change and the offerors will need to review sections L and M of the solicitation when the solicitation is issued. All responsible sources may submit an offer, which will be considered by this agency. See numbered note 26.
