- Description
- The Health Resources and Services Administration (HRSA) intend to negotiate under FAR Part 13 ? SIMPLIFIED ACQUISITIONS PROCEDURES on sole source basis with the State of California Emergency Medical Service Authority (EMSA), 1930 9th Street, Sacramento, California 95814. The NAICS Code is 541990 with a small business standard of $6 million. This acquisition is to provide professional expertise, intellectual property and management support to prepare the revised document/manual Version IV of the Hospital Emergency Incident Command System (HEICS IV). The Hospital Emergency Incident Command System (HEICS) is an emergency management tool for hospitals, incorporating the principles of the incident command system and paralleling the day to day operational roles within hospitals and healthcare facilities. HEICS was developed in 1992 by the State of California Emergency Medical Services Authority (EMSA), to allow for the implementation of an incident command system in hospitals that mirrors the incident command system of emergency responders in the community that they serve. This serves to enhance communications and leads to development of surge capacity in the event of a natural disaster or bioterrorism event. EMSA is the only contractor capable of performing this work because EMSA has proprietary rights to the previous versions of HEICS, which are necessary for the IV of the Hospital Emergency Incident Command System. EMSA has been the oversight agency for HEICS since its development and implementation in 1992 and maintained the HEICS to ensure its standardization across the nation. EMSA has been working with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and the Federal Emergency Management Agency to have HEICS be recognized as the standard for hospital emergency management. There currently are no other hospital based incident command systems that are organized and widely utilized. Any other organization that attempts to development this type of database would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, the State of California Emergency Medical Services Authority is a responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 ( c ), (1) as set forth in FAR 6.302-1 (B) (1).
