- WR-ALC/LSKT anticipates issuing a contract to The Corporation of Mercer University, Warner Robins, GA, to provide engineering services to investigate current and future technologies that apply to a number of work efforts within the Radio Frequency (RF) Sensors and Electronic Warfare (EW) arena. The contract will be for one basic 10-month period with two 12-month option periods. The approximate solicitation issue date will be 19 May 04. Authority: 10 USC 2304(c)(1), Justification: Supplies or services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. This procurement will provide analytical and research support for in-house research of the Sensors Directorate, AFRL/SNRP in cooperation with the Combat Electronic Systems Directorate of WR-ALC. The contractor will select research that reviews, investigates and analyzes new software and hardware approaches; performs exploratory development of hardware technology; and simulates electronic countermeasure (ECM) signals to improve ECM system performance and signal processing technology related to the areas describe above. Research will be focused on the following types of tasks: Extracting Signal Modulation and Phase Characteristics; Hybrid Spread Spectrum Systems; Predictive Follower Jammer Threats; Estimating SNR for Adaptive Receivers; Information Theory Research; Long Code Prediction; Emitter Geolocation; Flexible Digital Receiver; Storage and Retrieval Techniques; Filtering and Discrimination Algorithms; Transform Domain Communications Systems; Statistical Analysis of Missile False Alarm Potential; Determination of Missile Warning Performance as a Function of Emitter Clutter; Protocol for High-Speed Networks; Analysis and Advancement of Passive Geolocation Technologies.
