- Description
- The Air Force Special Operations Command intends to award a contract on a sole source basis under the authority of Federal Acquisition Regulation (FAR) Part 6.302, FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, to Ternion Corporation, 3325 Triana Boulevard, Huntsville, Alabama 35805-5146. The Government?s requirement is to develop a Command and Control Weapons System Part Task Trainer (C2WSPTT) to provide a low-cost, on-demand, in-garrison modeling and simulation (M&S) capability to stimulate an Air and Space Operations Center (AOC) environment. A key component to C2WSPTT?s success is the use of Force Level Analysis and Mission Effectiveness System (FLAMES) as the M&S development platform. FLAMES provides a single architecture for constructing air, space, land, sea, human, and environmental models. FLAMES ability to construct models in all domains makes it possible to reduce the hardware and manpower requirements to a single system operated by a single controller. As all models reside on the same platform, only one database is required and interactive control of the scenario is accomplished through one interface. There is no need for a distributed protocol to share data among disparate systems that requires expensive bandwidth. A phased planning approach will be used to execute the C2WSPTT development strategy. This is an ongoing project to assist with analysis, design, development, test, implementation, and documentation of new software upgrades or capabilities to the C2WSPTT System using the FLAMES development platform. Tasks shall include, but are not limited to, software development, maintenance, providing technical expertise in assessing requirements and feasibility for software design, and providing software documentation to support any AWFC and 505th Command and Control Wing (CCW) mission using the C2WSPTT software. Ternion shall also provide annual software maintenance for the 505th Communications Squadron existing software licenses. Interested sources may identify their interest and capability to respond to the requirement or submit a proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
