- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP) Immediate Office (IO) intends to award a firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Michael Philips of Takoma Park, MD under the authority of FAR Part 6.302-1. The purpose of this acquisition is to continue work begun implementing green certification in developing countries. Under this order, the Contractor shall complete and publish a document titled "Review and Appraisal of Clean Energy Investment Funds" to be peer reviewed. The Contractor shall present the aforementioned appraisal to institutions and organizations, including multilateral development banks, bilateral development agencies, and environmental groups. The Contractor shall also provide a summary report of this process. Michael Philips is uniquely qualified to satisfy this requirement because of his experience with international finance and green certification and his previously completed work interpolating green certificate data and constructing green certificate programs . It has been determined that because of the ability of Michael Philips to provide technical analysis and access a network of interested shareholders, he the only known source qualified to satisfy this requirement. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
