- Description
- The Congressional Budget Office (CBO) is undertaking the redesign of a system that supports the evaluation of the impact of student loans on the United States budget. The current system, which has been developed over a period in excess of 10 years, is run in a Lotus 4.01 spreadsheet environment. The series of spreadsheets models the revenue impact of student loans by allowing the user to vary assumptions regarding funding and student repayment behavior. The spreadsheet takes, as input, data supplied by the Department of Education which is then manually entered by the user. The system makes extensive use of very sophisticated macros. After some investigation, CBO has concluded that it is not feasible, nor in the best interest of the agency, to import the spreadsheet to a more recent version of Lotus or Excel because some macro functions behave in significantly different ways in later versions. The overall project objective is to obtain a system with capabilities at least equivalent to the existing Lotus spreadsheet system, that does not rely on proprietary third-party software and can be maintained by in-house IT support staff once it is fully deployed. Specific CBO project objectives include: (1) Simple English language specification of system functional and technical requirements. (2) Recommendations regarding the technology to be used to support the new system. CBO will entertain a wide variety of technology options including one or a combination of the following: MS Access, Visual Basic, MS Excel, ColdFusion, and MS SQL Server. (3) A tested and working application. The contractor shall supply business process and computer software analysis and design skills as part of an overall system development effort. The contractor must be able to demonstrate: (1) Broad and deep (expert level) knowledge of relational technology and Structured Query Language or SQL (to include database design and implementation). (2) Extensive knowledge of structured software development approaches, and understand the advantages and limitations of such approaches. (3) Experience with at least three of the five technology options outlined under project objectives. This contract is a time-and-materials and indefinite-delivery indefinite quantity type contract: the Assessment portion of the requirement will be conducted as time-and-materials, and the Conversion portion will be a firm fixed-price task order. Upon contract award, the Contractor shall perform an assessment of the existing system and submit a report providing the determination of the best approach to convert the spreadsheet to a new system. Upon negotiation of a fixed price for the conversion activities, a task order will be issued for that portion of the work. The Assessment report is due no later than August 31, 2004. All work under the contract will be completed by the end of December 31, 2004. The Request for Proposals (RFP) is being issued concurrent with this synopsis. Offerors are asked to submit a technical and cost proposal, which will be evaluated utilizing negotiation procedures in conjunction with the Best Value Trade-off process. Offers will be evaluated on the following factors: (1) Offeror?s technical approach to the work; (2) Offeror?s experience with and past performance on similar projects from the past 3 years; and (3) Price. The due date for proposals is May 21, 2004. A pre-proposal Q&A demonstration session will be held on May 12, 2004 at the CBO offices in Washington, DC. Attendance at the demonstration is not mandatory, but highly recommended.
