- This is a combined synopsis/solicitation to procure commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request For Quotes(RFQ). Submit offers on RFQ4050. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-22. This acquisition will be processed under Simplified Acquisition Procedures. This is a small business set-aside, under North American Industry Classification System Code Number 334516 and the small business size standard is 500 employees. The National Institute of Allergy and Infectious Diseases is issuing a request for quotations (RFQ4050) for procuring a quantity of two Fermentation System 5L (total volume) vessel and all controllers, probes, pumps and impeller required for operation of the unit. General Description: 2 small-scale bench-top fermentation systems designed for growing microbial cultures. Specifications for Fermentors: 1) Autoclavable glass vessel must have a 5L total volume and a 3L working volume. Vessel assembly must include: a. pH probe, b. DO probe, c. Temperature control, d. RPM control (manufacturer should provide info on operational range), e. Antifoam probe, f. Impellers, g. Exhaust condenser, h. Rotometer, i. Standard 13.5 PG ports in headplate for maximum flexibility, j. Delivery and installation, 2. System must include fermentation monitoring software capable of recording data and controlling the fermentors, 3. System must be capable of use in batch or fed-batch operations, 4. System must support oxygen supplementation, Complete footprint of including vessel, controller and pumps cannot be larger than 15.5?Wx14.4?D, 5. Unit must include four peristaltic pumps, 6. Prefer vessel to be heated by a dry heating/cooling block, 7. Fermentor must be able to be sterilized with all associated tubing, bottles and probes attached, 8. Fermentor vessel must include and autoclave stand to support the vessel during autoclaving. Prefer that autoclave stand accommodate up to four reagent bottles and four peristaltic pump heads, 9. Vendor must provide information on equipment warranties, 10. Vendor shall state delivery time; FOB Point shall be Destination, inside delivery required to Bethesda, Md. 20892. This will be a fixed-firm price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors-Commercial items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3 Buy American Act also applies. Offerors shall include with their offer a completed copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. The Government intends to make a Best Value Buy to the responsible offeror whose offer is most advantageous to the government. B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
