- The Department of Transportation (DOT), Office of the Secretary of Transportation (OST) plans to issue a Request for Proposal (RFP) to provides technical assistance and support for worklife initiatives and the child care development program. Sources will advise and respond to issues from DOT employees and management on such matters as child care, parenting, elder care, telework, etc., and provide oversight of child development center. This acquisition is a small business set aside in accordance with FAR 52.219-6 and is restricted to small businesses under NAICS code 54161. Statement of Work - BACKGROUND: The Departmental Human Resource Services Work-Life Program serves all modal administrations within DOT by helping employees manage their personal and professional lives in an effort to increase work productivity. Services are planned and delivered based on requests made by modal representatives and their employees. The Work-Life Program has two specific areas of responsibility. The first is to advise and respond to issues from DOT employees and management, on such matters as child care, parenting, elder care, telework, etc. The second is to provide oversight of child development centers. SCOPE: The contractor shall be responsible for providing support services offered through Work-Life Programs. These services will be planned, and priorities set, at the direction of the Government Program Manager. The contractor will work cooperatively with the Program Manager or alternate point of contact to maintain a calendar of events, develop workshops, facilitate discussion groups, and coordinate resource fairs to meet the changing needs of the customers. The contractor shall provide a Corporate Project Manager to serve as a point of contact/liaison for administrative management of the contract such as handling time cards, invoices, statistical reports, customer satisfaction surveys, etc. The main site for advisory and information service delivery will be DOT Headquarters, Nassif Building, Washington, DC, between the hours of 8 a.m. and 5 p.m. However, the contractor will also provide services at other DOT locations throughout the DC area (see attached). Advisory and informational services to modal field sites (outside the DC area) will be offered telephonically or electronically. Child Development Center oversight will be provided on-site nationally, with prior approval from the Program Manager. DOT will ensure contract staff has access to suitable work space, materials, supplies, computer hardware, and software necessary to complete tasks. Below are the requirements for two key positions: Work-Life Advisor - Required: A Masters Degree in Counseling, or related field Knowledge of Federal workplace policies Experience developing and conducting workshops Experience facilitating discussion groups Experience using Microsoft Office (Word, Excel, PowerPoint, Access) A two-day work schedule within DOT core business hours (between 8 a.m. and 5 p.m.) Availability to address employee queries within 24 hours, on days when contractor is not on-site, by accessing DOT-supplied voicemail and e-mail systems Knowledge of the latest policies, developments and trends in the fields of (but not limited to) elder care, parenting, consumerisms, telework, health and wellness Desired: Experience working in the Federal sector Tasks: Provide technical assistance to employees and management for the development and implementation of work/life-related programs (including but not limited to telework, child and elder care) at HQ and in the regions, as requested by modal reps Develop monthly workshops and seminars on varying topics related to parenting, child development, balancing work and family, aging and care-giving, telework, consumerisms (insurance, fraud, telemarketing, etc.). It is anticipated that more than one workshop will be conducted per month. This made include coordinating subject matter expert speakers and facilitating discussions Develop a monthly calendar of events, coordinating logistical elements and marketing via voicemail, e-mail, flyers, special mailings, web site, etc. Facilitate monthly discussion/support groups Sponsor monthly resource fairs, disseminating information and providing work-life and wellness-related resources from local and national organizations Maintain, on-site, a cache of information and resource materials on work-life and wellness-related topics Coordinate scheduling of, and maintain, Nassif Building room facilities used to sponsor work-life events/programs (to include the cafeteria, plaza, and lactation room) Develop and disseminate monthly newsletter (paper and/or electronic) containing information on (not limited to) current trends, hot topics, newsworthy events, new resources, and safety issues Schedule employees for one-on-one advice via e-mail, telephone, on-site visits Establish contacts, within each mode, for disseminating information on work-life issues and to keep finger on the pulse of customer satisfaction Maintain statistical data and generate monthly reports concerning types of services rendered, # of participants, customer satisfaction rates, and related return on investment information. Child Care Advisor - Required: A Masters in Early Childhood Education or related field Knowledge of Federal Work-Life policies and policies governing on-site child care center design and development Experience in developing and conducting workshops Experience facilitating discussion groups Experience working with the National Association for the Education of Young Children (NAEYC) and knowledge of NAEYC requirements for child development center accreditation Demonstrated academic, professional and technical expertise in developing early, school-age, and sick child care programs Experience using Microsoft Office (Word, Excel, PowerPoint, Access) Availability to travel to child care facilities, nationwide, to work with developing programs to ensure and maintain quality programming Desired: Experience working in a Federal setting Tasks: Based on customer needs, schedule activities and travel arrangements, as necessary, to provide advice and guidance to child care facilities and child care coordinators via phone, teleconferences and DOT-sponsored workshops (nationally) Twice a year, update and maintain a status report of all DOT sponsored child care facilities, via MS Access. Evaluate proposals from child care providers and regional sites, as requested Provide assistance to employee groups, nationwide, in the areas of need assessments, center development and forming child care consortiums and partnerships Provide technical assistance and resources to prepare child development centers for NAEYC accreditation through program assessment, staff development, parent and Board training and workshops Develop plans, with milestones, for getting (or keeping) 100% DOT child development center accreditation Maintain a tuition assistance database and child care discount directory, in MS Access, which contains information on nationwide child development centers located in areas with high concentrations of DOT employees Maintain statistical data and generate monthly reports concerning types of services rendered, # of participants, customer satisfaction rates Adhoc Support Contractor will provide services not identified in this SOW, as long as they are within the same general scope necessary to support the HR Work-Life Program. Programs are generally based on changing work-life related issues affecting DOT employees. DELIVERABLES: By the 5th day of the following month, the contractor will provide monthly, and annual, statistical reports and narrative analysis concerning trends, return on investment data, and recommended improvements. The contractor will maintain a tuition assistance database, in MS Access, containing nationwide information on child care centers. Every two years, contractor will also update the child care discount directory, listing centers that participate in tuition assistance programs for DOT employees. On a monthly basis, contractor will update a comprehensive MS Access database detailing current and useful work-life related materials, to include articles journals books and guides, videotapes and reference materials on parenting, children, aging, eldercare, telework, consumerisms, health and wellness. Using MS Access, the contractor will update and provide a semi-annual status report, on each child care facility sponsored by DOT, referencing preparedness for accreditation. Award of a one year firm-fixed-priced contract by August 31, 2004 is anticipated. The solicitation will ultimately be distributed electronically via the Government?s electronic posting Web site at http://www.eps.gov under the Department of Transportation, OST, Acquisition Services.
