- REQUEST FOR INFORMATION (RFI). This is a sources sought synopsis (SSS). No solicitation is available at this time. Requests for solicitation will not receive a response. The Air Force (AF) is seeking potential sources capable of providing the following: BACKGROUND: The Deliberate and Crisis Action Planning and Execution Segments (DCAPES) program is an application designed as the AF's single system to present, plan, source, mobilize, deploy, account for, sustain, redeploy and reconstitute forces. DCAPES is the command and control system used by AF personnel worldwide (over 3,800 users to date). DCAPES is supported by the Global Command and Control System (GCCS) operating environment and allows the Air Force to support Service and joint planning by interfacing with Joint Operations Planning and Execution System (JOPES). OVERARCHING REQUIREMENT/GOAL: The goal of this SSS is to gain information regarding the availability of contractor capabilities. If awarded, this contract would support DCAPES Software Maintenance for a portion of FY04 through FY05 (with options through FY09). The contractor will be required to have the following: relevant past performance, relevant JOPES and DCAPES experience, Tool Command Language Tool Kit (TCL TK) expertise and a sound software management plan. This effort will also require the contractor to: have a familiarization of existing software (documentation will be provided upon request); provide DCAPES help desk operations; provide all software maintenance for the DCAPES fielded software as it evolves; support Government directed test and evaluation and field testing for software; comply with Government configuration management requirements and maintain the fielded software baseline; establish an Associate Contractor Agreement (ACA) with Computer Sciences Corporation, the prime developer for DCAPES; provide a manned help desk 8 hours a day, Monday through Friday (on-call support for all remaining hours); provide 24 hour/7 days a week coverage for Priority 1 and 2 issues (Monday through Friday, weekends and on Government Holidays); record all calls/solutions using Remedy software provided by the Program Management Office (PMO); follow response time guidance for the help desk as defined by the PMO; provide personnel available for immediate deployment to various CONUS and OCONUS sites within 48 hour notice, upon direction of the PMO, to address problems/issues which cannot be resolved by the help desk; provide Secret Internet Protocol Router Network (SIPRNET) connectivity for trouble tickets, distribution; provide assistance to the DCAPES PMO personnel on issues related to DCAPES software applications; support current and future fielded versions of DCAPES software; review/evaluate Air Force Certification patches to determine if there are any adverse operational or security implications; resolve security software issues. REQUIRED PERSONNEL SKILLS: Tool Command Language Tool Kit (TCL TK) expertise and proficiency are required, as well as relevant experience with JOPES and DCAPES. PERIOD/PLACE OF PERFORMANCE: Up to a 12 month period of performance from date of award with four (one year each) option periods. The place of performance to be determined (TBD). INTENDED EVALUATION CRITERIA: Technical and Infrastructure Capabilities to include detailed knowledge of and application experience with: DCAPES, JOPES, GCCS-AF, Oracle, and TCL TK. Proven relevant past performance for services provided in software development/maintenance and help desk operations and demonstrated experience in working with the Government user communities across multiple commands and/or services. Prospective offerors will be required to submit sanitized resumes of individuals proposed to fulfill the requirements of any contract which may result in award for this requirement. Cost will also be a factor. Interested offerors should submit their capabilities information to the e-mail address listed below (inclusive of the offeror's name and complete address). Along with their capabilities information, offerors should include an explanation of how they plan to manage subcontracting opportunities. Limit your responses to a maximum of six (6) pages. If applicable, the submission should include the past performance history for similar projects that are complete or near completion with a customer point of contact and phone number. Responding offerors shall indicate whether they are a large business, Small Business, Small Disadvantaged Business, Section 8(a), Woman-Owned Small Business, HUB Zone Small Business, Veteran-owned, Service Disable Veteran, and Indian Incentive program. The applicable North American Industry Claasification System (NAICS) Code is 541519. All interested, responsible potential firms must submit their written responses NO LATER THAN Close of Business (COB) 5:00 pm CDST on May 18, 2004.
