Description
Solicitation No. W917PM-04-R-0004. Design and construct all work necessary for the renovation and repair the Rhabia E. Balkhia Hospital, Kabul, Afghanistan. Work to be performed shall consist of a site condition survey, verification of building measurements and existing conditions, replacem ent or repair of the water supply, sewage septic treatment, and replacement or repair of electrical as per the drawings. All utilities shall be complete and operational in a phased manner to allow continual partial occupancy of building areas during renova tion during replacement of utilities in other areas. For the purposes of this contract, the buildings included in the term entire campus are as follows: Building A ??????Hospital Out-Patient Care Building Building B ?????? Hospital In-Patient Care Building Building C ?????? Hospital Administration, Kitchen, and Child Care Building Coordinate demolition and renovation work with Hospital Administration to avoid conflicts with hospital operations. Demolition shall be performed in a phased manner. Demolition and renovation of hospital utilities shall be conducted in a manner to permit partial use of facilities. During the demolition phase and prior to the start of new construction work within individual buildings, pump out and clean the sewage holding tanks (three rock lined underground storage tanks that are located in the courtyard b etween Buildings A, B, C and Dentist Building) with high pressure hoses; pump out the basement in Building A; and survey each building for areas of standing water. Dewater any such areas found and transport materials removed to the existing grey water tren ch at Building B, or a septic tank on site for disposal. Perform a site condition survey. Evaluate existing water system treatment, including evaluation of the well water quality through three random water quality samples; and install water distribution lines to replace existing water lines as shown on the contr act drawings. Pressure test water distributions, disinfect piping, and repair any pipe, valves or appurtenances, which do not meet with project specifications. Replace water lines with new water lines, sized and as shown in the contract drawings. Seal the casing of the abandoned well with a concrete cap, the top of which shall set at grade level and shall be 120 mm in depth. Evaluate existing wastewater collection system, adjust or amend the contract drawings for the water lines installation as needed to adequately replace sanitary waste piping as required with manholes and cleanouts to serve the entire campus. Repair or repla ce lift stations as required. The inflow into the septic tank needs to also be checked for blockages, leaks, or ruptures. If it is found that this main inflow line is not in proper condition, the line should be removed and replaced. Inspect sewer lines, a nd verify existing sewer elevations, inverts, locations, sizing, and sloping. All lines found to be inadequate should be excavated and replaced. The sloping should be at a minimum 1%, however, 2% is recommended wherever possible. All manholes need to be thoroughly cleaned and inspected. Replace broken manhole covers and replace manholes where they no longer support the manhole covers. Replace sewer lines as shown in the contract drawings. Baths, toilets and other wet areas. Replace fixtures, and inspect sewer line for drainage. Lines that are not operable shall be replaced with drain lines cut through the concrete floor and run suspended from the ceiling in the floor below. Remove abandoned drain lines and seal wall and floor/ceiling masonry openings. Where abandoned lines cannot be removed, cap and seal abandoned, inoperable drain lines. Evaluate, verify the design, and replace entire electrical distribution as show on the contract drawings. Provide limited emergency power system to critical areas. Replace normal electric and limited emergency electrical service to the service entrance a t each building in the entire campus. Provide temporary electric service when power is interrupted to active hospital facilities. Provide temporary cooking facility when kitchen is closed for repair. Optional Bid items shall be the following: 1. Clean the terrazzo floor and wainscot (hallway and stairwell height of the wainscot is 1 meter high; 30 CM in the ward rooms) in both floors, building B 2. Clean the terrazzo floor and wainscot (hallway and stairwell height of the wainscot is 1 meter high; 30 CM in the ward rooms) in both floors, building C. Completion schedule for the base work is 300 days. Options may be exercised within a period of 150 days after the base contract award. The optional work schedule for completion is 120 days. The estimated range of cost for this solicitation is from $ 25 million to $ 100 million. The solicitation shall be issued as a design build solicitation. The award will be a best value award. The evaluation criteria shall address the following technical factors: 1. Past experience on similar projects 2. Management Plan and Resource Capability to design and construct the required facilities within the established schedule for completion. 3. Sub-Contracting plan that demonstrates the utilization of local contractors. A separate cost estimate shall be submitted for evaluation. The price and technical factors will be assigned as approximately equal weights. The solicitation shall be issued on or about 20 May 2004. Electronic copies of the request for proposal shall be provided to interested parties. The proposal submittal date is 20 June 2004. A pre-proposal meeting will be scheduled at the hospital.
