Description
The Bureau of Land Management intends to award a sole source purchase order to American Research Institute, Inc. 202 New Edition Court, Cary, NC 27115-4451, the only known source capable of satisfying the agency's requirements without a substantial duplication of costs, within the required timeframe. A justification for other than full and open competition has been prepared and approved in support of this acquisition. The Contractor shall furnish all the necessary services, personnel, labor, facilities, hardware, software, materials, and supplies required to 4 develop web based training (WBT) courses: Survey Records Investigation - 3 hrs. Sit time; Cadastral Survey Monumentation- 5 hrs. Sit time; Corner Point Identification- 6 hrs. Sit time; Introduction to Water Boundary Surveys- 10 hrs. Sit time. All work will be done at the contractor's site. Travel incurred in the development and approval phases of this project will be the responsibility of the traveler. These courses will use the existing Bureau of Land Management (BLM) National Training Center (NTC) course, Subdivision of Sections as a template to ensure similarity in design, layout, navigation, text, and image format. The courses must include activities enabling the student to interact with the learning. There must also be an included, computer scored assessment whereby NTC can measure the learning of the student. The courses must be built using Dreamweaver software and be fully compatible with Lotus LearningSpace 5.0 which is the learning management system (LMS) utilized by NTC to deploy the web based courses. The new courses, including all program code, will become the property of the BLM. All distance learning courses developed for BLM must be in compliance with the Rehabilitation Act of 1973, Section 508. The courses must have pre and post tests, course evaluation, interactivity built in which allow the learner to participate in the training. The contractor shall develop and deliver a course outline and delivery strategy and gain NTC approval prior to beginning any programming. The outline may be in the form of a storyboard, demonstration prototype, or other format which enables NTC to verify all course content including instructional value, information flow, assessment timing, graphics, navigation, and resources before programming is undertaken. The contractor shall deliver a final and complete course that is fully compatible with NTC's LMS stated in Section 1 above. The contractor shall deliver all program code and hard copy materials used to build the course. The course shall be made available on a compact disk. The contractor must be available to answer questions regarding coding and development issues while NTC publishes the course into their LMS. The contractor will continue to work with NTC during Beta testing of the program and make any requested course revisions until NTC is satisfied that the course is complete.The government shall supply the contractor with all existing course materials which may include a digital transcription of video narrative, cassette tapes, 35mm slides, digital images, or hard copy workbook. The contractor will also have access to the Section Subdivision course or any other BLM courses that will provide the contractor a better understanding of BLM's distance learning goals. The government will also provide other training materials, such as assessment questions and example problems as needed to be used in the course. The estimated cost for this acquisition is $87,000.00. This is not a request for competitive quotes. This notice serves to fulfill public posting requirements in accordance with FAR 5.101(a)(1). This requirement is restricted as a 100% small business set-aside and NAICS code 541990, "All Other Professional, Scientific and Technical Services" applies. Responsible firms believing they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer referencing this Announcement number NAQ040041. However any firm identifying themselves as responsible must provide evidence that they can furnish the requested services at a cost that will not exceed the total estimated order cost. All responses will be fully considered. If no responses are received by June 28, 2004 to the effect that another responsible source exists, award will be made to American Research Institute, Inc. for the requirements stated herein.
