Description: Solicitation Notice: This synopsis is being issued in order to solicit offers from qualified and eligible Hubzone firms to provide all plant, labor, tools, parts, equipment, transportation and engineering and design/build services to construct a 1,350 square foot building addition, and renovate approximately 3,925 square foot of the Headquarters building at the Waubay National Wildlife Refuge located in Day County, South Dakota. The scope of work will consist of but not be limited to complete design and build services, and renovation which will include providing floor plans, wood framed additions with clear siding, roof slopes, insulation, gutters/downspouts, concrete foundations/floor slabs and renovation of 3,925 square foot of work at the Headquarters building. Spaces to be furnished include six new offices, a conference/break-room, interior reinforced concrete floor slab work, reinforced concrete foundation work, building structures, exterior concrete, aprons, pads, interior walls/finishes, fixtures, plumbing systems, personnel doors, windows, heating and cooling systems, lighting and electrical service/distribution revisions, revisions to the on-site waste water treatment (septic) system, utilities, building systems, site work, and all other feature systems, appurtenances, and related work necessary for a fully operational and usable facility. The project is located at the Waubay National Wildlife Refuge which is located in Day County, South Dakota. The performance period for design services is 112 calendar days, and the construction performance period will consists of 151 calendar days. The total performance period is 291 calendar days. The solicitation will be issued on or about May 10, 2004 with a closing date on or about June 18, 2004. The project magnitude of construction is between $250,000 and $500,000. The solicitation will be available through the Government wide point of entry (GPE) (http://www.fedbizopps.gov). Please note that the drawings and specifications will also be posted with the solicitation as a pdf file and will be available for download from the GPE. This acquisition will be set-aside as a 100% Competitive Hubzone Set-aside. All responsible sources may submit an offer which will be considered. Award will be made to the responsive, responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the Government using Past Performance and Price. Price and Past Performance will be weighted equally. Effective October 1, 2003, all contractors must be registered on the Central Contractor Registration (CCR) website as an active vendor in order to be eligible for award.
