- ?This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? The Naval Undersea Warfare Center Div. Newport has a requirement for the following tasks: 1. Perform shallow water splash analysis; 2. Develop and design in-water tracking software development; 3. Develop tracking accuracy and coverage software for multivariate error propagation for the in-water tracking environment; 4. Plan and conduct hydrophone surveys using Carrier Phase-Differential GPS equipment; and 5. Analyze selected Tactical Development Exercises. A sole source contract to Mikel, Inc. is planned. Mikel has developed the prototype of an automation tool for Fleet exercise analysis. As a result, Mikel is the only firm with the unique technical qualifications and background experience to successfully implement the system developed from their prototype design. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 & 13. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A formal solicitation will not be issued. However, if you feel that your firm can provide the described services, please contact the listed Contract Negotiator. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
