Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 22. This Procurement is issued as a 100% small business set-aside under SIC Code 5063 with a size standard of 100 employees. The agency need is to provide and install security system, equipment and 24/7 maintenance for 5 months (May-September 2004) for various SPAWAR buildings in accordance with the following Statement of Work. The following model numbers are provided as reference for the components called forth in the subsequent paragraphs: Access Card Readers, MFG P/N HID-MP-5365MINIPROX Transformers, MFG P/N: DMP32140VA Lock Power Supply, MFG P/N ALTRONIXAL-400 Electrified Door Locks, MFG P/N: DOORSYS100 DMP 485 Board Modems, MFG P/N SES105 Door Contacts, MFG P/N STB-1 460 Expansion Board, Five Port Expander, MFG DMP460 Weigand Interface Modules, MFG P/N DMP733 Software Package, MFG DMPDYDEMLINK ICOM Routers, MFG P/N: DMPICOM Batteries: MFG P/N DMP36612VDC Sirens, MFG P/N DMP335 Intercom System with Door Release to Report to the Main Entrance, MFG P/N AIPHONE-1DRKIT Low Light Exterior Fixed Color Camera with a Wide Angle Lens, MFG P/N Pelco-ICS100 Color Monitor Size 14? (Quarter Deck) MFG P/N Pelco-PMC14F Keypads, MFG P/N: DMP690 DMP Control Panels, MFG P/N: DMPXR200 Infared Motion Sensors, MFG P/N: SENTROL6155 Roof Hatch Contacts, MFG SM-20WG The followin g is a breakdown of the items per building (floor) Building 60, 3rd Floor 2 Access Card Readers 2 Transformers 1 Lock Power Supply 2 Electrified Door Locks 1 485 Board 1 Modem 2 Door Contacts 1 460 Expansion Board, five port expander 2 Wiegland interface Modules 1 Software Package (Utilize the DMP panel as installed on the 1st Floor to control the readers; the existing reader currently using the WSE panel to SPAWAR will remain as installed. The reader for SDI will be removed and the pedestal will be re-used for the new reader). Building 24 1 DMP Control Panel, Equipment room off lobby 1 Access Card Reader, Interior Do or at the Third Fleet/Joint Operations 1 Access Card Reader, Main Entrance Joint Ops 1 Electrified Lock, Single Doors 1 Door Lock Power Supply 1 Door Contacts 1 Modem 1 485 Board 1 Wiegand Interface Modules Room 173 Kepad One Door contact 2 Motion Sensors 1 Siren Room A119 Keypad 3 Door Contacts 3 Motion Sensors 1 Siren Notes: Includes all wiring, installation, equipment, programming, training System Link software, one administrative reader, the advanced reporting module and 100 cards. The computer and phone lines will be supplied by the customer. All intrusion alarm signals will be monitored by SPAWAR. Customer to provide 24 hour 110 v power at the panel locations as well as access to walls or ceilings for cable runs. Customer to provide an IBM compatible PC with windows software to meet the manufacturer?s software specifications. JMG will provide the software to run the system. Adequate lighting for the cameras is also necessary. The existing pedestal will be utilized. Building 24 Secure Room 1 Motion Sensor 1 Door Contact 1 keypad 1 Control panel 1 Local Siren 25 Roof Motion Sensors 2 Roof Hatch Contacts Minimum Specifications for DMP Access Control: accommodate 16 individual door access locations per panel; automatically disarm intrusion areas upon door access; 1,000 users with pin numbers and character name; door prop and door alarm signals sent to the Central Station; output relay groups for special applications; 20 holiday dates up to one year in advance. . Minimum Specifications for Intrusion: each panel will offer 4 independent partitions with cross zoning between any zones in a partition; 20 individual security areas that can be independently armed and disarmed in interior or perimeter areas ; up to 250 fully programmable input zones; auto arming and disarming by schedule; opening and closing reports by area; independent reporting to the Central Station; Minimum Specifications for Controller Features: 1,200 event memory buffer; upload, download by PC on or off site; 99 user profiles with 25 custom authority options; inherent power limited circuits; compatible with Ethernet, Token Ring and Satellite Data networks; AA multiplex, digital dialer or data network communications to the Central Station. The requirement is for a firm-fixed price type contract. Contractor is to provide a cost breakdown for each section of the Building along with their installation and maintenance costs and then total their entire offer. Contractor is required to provide a technical plan explaining how they will meet the technical specifications and also a statement on its delivery sch edule. In accordance with 52.211-8 Time of Delivery, all services must be performed in accordance with the schedule?no deviations are allowed. All prospective offerors are cautioned that in the event the Government is unable to determine price reasonableness based on the offers received and market analysis, the Government will not issue a contract. This decision is solely the decision and right of the Government. All efforts performed and all cost expended by prospective offerors in providing information requested by the solicitation (including potential site visits, if requested) are not subject to reimbursement by the Government. The following provisions apply: FAR 52.212-1, Instructions to Offerors Commercial Items, Addendum to FAR 52.212-1, Paragraph (b) (5) Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of e xtended warranties, offered to the general public. Express warranties shall be included in the contract; 52.212-5 Facsimile Proposals; Offerors are required to complete and include a copy of the following provisions with their proposals: FAR 52.212-3, Offeror Representation and Certifications Commercial Items. DFAR 252.204-7004 Required Central Contractor Registration, applies to all solicitations issued on or after 6/1/98; Lack of registration in the CCR database will make an offeror/quoter ineligible for award. The Government intends to make a single award to the responsible Offeror whose offer is the most advantageous to the Government considering price and price related factors. The Government intends to award the contract to the eligible, low-priced, responsible offeror. Provision 52.212-2 Evaluation Commercial Items applies with paragraph (a) completed as follows: Award will be made to the Offeror that meets the solicitation?s minimum criteria for technical acceptability at the lowest price. To be determined technically acceptable the Offeror must furnish product literature that demonstrates that the offeror can meet all requirements stated in the above purchase descriptions. All responsible Offerors are to submit current pricing, delivery time, payment terms, cage code, Dunn and Bradstreet number, Tax Identification Number and all applicable specifications regarding this solicitation. Also required are copies of applicable commercially published price lists pertaining to your company?s services that meet the specifications, along with applicable government discounts.
