Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP) Clean Air Markets Division (CAMD) intends to award follow-on work to PA Consulting of Washington, DC using Federal Acquisition Regulation (FAR) Part 13 under the authority of FAR 6.302-1. The purpose of this acquisition is to obtain an interim version of a forecasting model that EPA uses to evaluate the impact of potential air emissions control policies. Under the initial Purchase Order, the Contractor provided expert technical support on the coal supply curves which will be used in version 2.2 of the Integrated Planning Model (IPM). Due to regulatory deadlines, EPA will issue an interim IPM update, which will require adaptation of the Contractor's previously performed work so that it can be incorporated into this interim version of the model. The North American Industry Classification System (NAICS) Code for this procurement is 541620. It has been determined that because of the ability of PA Consulting to continue to provide coal experts with a working knowledge of the IPM model and its use of coal supply curves not found among other vendors, it the only vendor uniquely qualified to satisfy this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
