- NAICS Code: 334516 The U.S. Environmental Protection Agency (U.S. EPA) National Air and Radiation Environmental Laboratory (NAREL) in Montgomery, AL has a requirement for Air Filter Counter Instrumentation. The EPA intends to award up to two fixed-price Purchase Orders using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, and FAR 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. The Government will award one or two Purchase Orders resulting from this solicitation to the responsible small business whose offer, conforming to the solicitation provisions, will be the lowest priced technically acceptable. The purpose of this acquisition is to obtain Air Filter Counter Instrumentation. Quotations shall be furnished for item 1 alone, item 2 alone, and items 1 and 2 together. The Government anticipates ordering 40 of each item. ITEM 1: METER. The instrument shall be a general purpose ratemeter/scaler suitable for operation with external GM, scintillation, or proportional type detectors from various vendors. The instrument shall be configurable as a scaler with a preset count time of one minute, so a user can turn on the instrument and initiate a one minute count by depressing a single button, with no other manipulation or adjustment. The instrument shall be type tested in accordance with ANSI N42.17A-1989. A copy of the test report shall be provided with the technical bid response. The instrument shall be warranted to be free of defects for at least one year from the time of delivery. The warranty shall provide for repair or replacement at no cost to the Government, and shall not require the Government to pay for shipping or handling costs for return of defective instruments for repair. The instrument shall be capable of providing high-voltage detector bias that is user-adjustable from 300 to 2,500 VDC. The instrument shall be designed for either benchtop or portable use. Power supply shall be either single phase 115 VAC (normal U.S. household current), or batteries. If the instrument is battery operated, the required batteries shall be of a type broadly available to the general public, such as National Electronic Distributors Association (NEDA) number 13A ( "D" cells), NEDA 14A ( "C" cells), NEDA 15A ( "AA" cells), or NEDA 904 (9 volt). Battery life with alkaline batteries shall not be less than 50 hours. Total weight shall not exceed 15 pounds. Height, width, and depth shall each be no greater than 15 inches. Input pulse sensitivity shall be user adjustable from at least 2 to 50 mV. The detector connector shall be male MHV, or an adaptor, shall be supplied with the instrument to permit connection to a cable terminated with a female MHV connector. The instrument shall be capable of operating as either a ratemeter or scaler. Mode of operation shall be user selectable. Output shall include a digital display that is autoranging. The display shall also automatically indicate the units of measurement. Auxiliary analog display is acceptable but not required. Visual indication shall be provided to indicate when the scaler is counting and/or when it has stopped. The range of the scaler output display shall be at least 99,999 counts. Default ratemeter output shall be in units of counts per minute, and shall cover a range of at least 0 to 99,999. Ratemeter response time shall be adjustable from at least 2 to 30 seconds. Scaler count time shall be user adjustable from at least 0.1 to 10 minutes. The instrument shall have the provision for being calibrated for count rate and total counts by the customer. Calibration controls on the instrument shall be accessible to the customer, but protected from inadvertent adjustment. If any special tools, equipment other than a pulse source, software, or instructions/procedures are required for calibration, then at least three of each required item shall be provided. If any software is required for setup, configuration, or calibration of the instrument, then (a) At least three copies of the software, installation utilities, and documentation shall be provided on CD-ROM media; (b) The software shall be fully "Y2K" compliant; (c) The software shall have an intuitive graphical user interface; (d) The software shall operate on a computer hardware/operating system platform that is consistent with the Federal Enterprise Architecture Technical Reference Model, Version 1.1, of August 2003 (available at http://www.feapmo.gov/resources/ ); (e) The software source code shall either be provided on electronic media, or shall be escrowed (deposited in a commercial vault), with the stipulation that the source code will be released in the event the company defaults or terminates support of the code; (f) The software shall be expressly warranted to be fit and suitable for the purpose for which it is provided and that it will operate satisfactorily on the platform specified above; disclaimers of warranty of fitness for purpose are unacceptable. Documentation provided with each instrument shall include instruction manuals that completely describe how to set up, configure, calibrate, maintain, and use the instrument. Schematic and component layout drawings shall be provided for all circuit boards. Assembly drawings shall be provided for all mechanical assemblies. All drawings shall identify components by part number and be accompanied by part lists that include all components shown in the drawings. This documentation shall be provided either in printed form, or on CD-ROM in portable document format (PDF) files. ITEM 2: DETECTOR AND SAMPLE HOLDER. The detector shall be either an end-window pancake Geiger-Mueller (G-M) tube or a dual-phosphor scintillation detector. If a G-M detector is proposed, the tube window shall have a nominal effective diameter of at least 1.75 inches. The nominal effective depth shall be 0.5 inches. Window density shall be between 1.4 and 2.0 milligrams per square centimeter. Fill gas shall be halogen quenched. Nominal operating voltage shall be 900 VDC, and must be in the range of 850 to 1000 VDC. Maximum starting voltage shall be no greater than 750 VDC. Maximum plateau slope shall be no greater than10 percent per 100 volts. If a scintillation detector is proposed, the entrance window shall have a nominal effective diameter of 4 inches, with a minimum active and open area of 75 square centimeters. The window shall be aluminized mylar with a density of 0.8 to 1.2 milligrams per square centimeter , and shall be provided with protection against inadvertent damage. Operating voltage shall be in the range of 300 to 2,500 VDC. The phosphors shall be suitable for simultaneous counting of both alpha and beta particles. The detector shall be provided with a single coaxial cable that will carry both the high voltage bias to the detector and the signal from the detector. The cable shall be at least two feet but no more than six feet in length, and shall either be terminated with a female MHV connector or provided with an adaptor to permit mating with a male MHV connector. Disconnectable cables are desired but not required.The detector shall be mounted in a sample holder that facilitates placing samples in a reproducible geometry, centered no greater than 3/8 inch below the detector window. Samples are four-inch diameter polyesther filter papers with a nominal thickness of 3/32 inch. Assembly drawings shall be provided for all mechanical assemblies. All drawings shall identify components by part number and be accompanied by part lists that include all components shown in the drawings. This documentation may be provided either in printed form, or on CD-ROM in portable document format (PDF) files. All deliveries shall be FOB Destination and shall be made within 90 days after receipt of the Purchase Order. The North American Industry Classification System (NAICS) Code for this procurement is 334516 with a size standard of 500 employees. Any firm that believes it is capable of meeting EPA's requirement stated herein may submit a proposal, which if received within 30 days of this announcement will be considered.
