- NAICS Code: 334516 The U.S. Environmental Protection Agency (U.S. EPA) National Air and Radiation Environmental Laboratory (NAREL) in Montgomery, AL has a requirement for Beta Sources in accordance with the specifications listed below. The EPA intends to award a fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, and FAR 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible small business whose offer, conforming to the solicitation provisions, will be the lowest priced technically acceptable. The purpose of this acquisition is to obtain 30 Beta Sources. The Sources shall be manufactured to meet all regulatory requirements for being exempt from a specific license for possession and use, either by the U.S. Nuclear Regulatory Commission (NRC) or by any NRC Agreement State. The sources shall also meet all regulatory requirements for exemption from periodic leak testing. The radioactive material in each source shall be between 1 and 10 nanoCuries of Technetium-99. It shall be uniformly deposited within the center of 3.325-inch diameter area on the surface of, or encapsulated in, a 4-inch diameter disc that is no greater than 3/32 inches thick. The radioactive material shall be bonded or encapsulated such that the surface of the source is wipeable, that is, that the source can be touched, handled or lightly rubbed without the loss of radioactive material. Certification of the quantity of radioactivity on each source, and an estimate of the uncertainty of the quantity at 95-percent confidence level, shall be provided, however; traceability of the measurement to the National Institute of Standards and Technology (NIST) is not required. The nominal thickness of encapsulating or sealing material between the radioactive material and the surface of the source, in units of milligram per square-centimeter shall also be provided. All deliveries shall be FOB Destination and shall be made within 90 days after receipt of the Purchase Order. The North American Industry Classification System (NAICS) Code for this procurement is 334516 with a size standard of 500 employees. Any firm that believes it is capable of meeting EPA's requirement stated herein may submit a proposal, which if received within 30 days of this announcement will be considered.
