NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT LABORATORY SERVICES TO BE HIRED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is UKE029 (RFQ-RT-04-00274). The Ecosystems Research Division (ERD), Athens, GA, of the National Exposure Research Laboratory, Office of Research and Development, U.S. Environmental Protection Agency, is seeking one Ph.D. level graduate student in Environmental Engineering, or a related discipline such as Civil Engineering, to provide services under a contractual agreement in support of a research project focusing on development of contaminated sediment fate and transport models. The Government will make the contract award based on the student's work experience in the field, knowledge and skills, training and course work (GPA and number of course hours) as it relates to the services described in this Announcement. Specifically, the preferred student must possess skills/experience in numerical modeling, including model development and testing, and must have a working knowledge of FORTRAN. The Regulatory Support Branch, RSB, is responsible for developing new process algorithms to upgrade existing contaminated sediment transport models for EPA's Office of Superfund Remediation and Technology Innovation. The student contractor will assist the mentor in performing tasks involved with upgrading existing state-of-the-art contaminated sediment transport models. Tasks to be performed include, but are not limited to: (1) develop a methodology to represent surface wave induced release of constituents (e.g., nutrients, toxics) from cohesive sediment beds consisting of both organic and inorganic sediments; (2) using the new methodology, write a FORTRAN program to simulate the wave-induced release of constituents from sediment beds; (3) integrate the program into the EPA supported EFDC model; and (4) testing the upgraded model by applying it to a water body selected by the EPA student mentor. All necessary instructions and training, including training in the use of EFDC, will be provided by Dr. Earl Hayter, who will serve both as the student's Mentor and as the Contracting Officer's Representative.
