- NASA Kennedy Space Center is hereby issuing a Request for Information (RFI) for the purpose of seeking sources and soliciting information from private industry on an Improved Chemical Protective Ensemble (ICPE), boots and gloves; or individual ICPE components. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. Product information submitted will not be returned. Interested sources shall include information regarding the firm?s background/experience. Respondents shall not submit proprietary information in response to this RFI. Materials used for the suit fabric, gloves and boots shall be described as complete as possible. This RFI is seeking commercial-off-the-shelf or non-developmental technologies for evaluation. The ICPE will be worn in Immediately Dangerous to Life and Health toxic environments of Hydrazine, Monomethylhydrazine, Dimethylhydrazine, Aerozine?50 and Nitrogen Tetroxide. The current chemical protective ensemble used for the Kennedy Space Center / Cape Canaveral Air Force Station operations is made from Chlorobutyl Rubber/Nomex? fabric, has a front entry, incorporates aluminum quick disconnects for the boots and gloves, and weighs approximately 26 pounds. Vaporized air is supplied from a cryogenic breathing air system (back pack) carried on the wearer?s back. The air is distributed to the suit arms, legs, and hood area through a manifold system, unlike a Level A suit where the air is supplied to a SCBA mask. The visor is PVC or Plexiglas G. For the purpose of this survey, NFPA 1991 Standard on Vapor-Protective Ensembles for Hazardous Emergencies 2000 Edition shall be used as a basis for responding to this request. GENERAL REQUIREMENT The ICPE shall be manufactured using materials which are compatible, impermeable, flexible, anti-static (electrostatic discharge characteristic), puncture and tear resistant, and flame resistant. The suit fabric shall be white or near white in color and contain a readily identifiable wear indicator layer. The ICPE shall completely encapsulate the wearer?s torso and breathing air system. The ensemble shall use soft cuff interfaces for the boots and gloves. The ICPE shall have an expanded back for the current breathing air system. The visor shall be compatible with the toxic environments listed, and be scratch and impact resistant. The PVC and Plexiglas visor materials will not be considered. The exhaust/relief valve design shall prevent a reverse flow of ambient atmosphere into the suit at all times, including when the wearer bends over or assumes a squatting position (thereby expelling a large volume of air) and then rapidly stands up (the volume of the ensemble is rapidly increased). This kind of movement produces a lower interior suit pressure than the ambient air and accounts for the reverse flow. The operational time of the present ensemble is 2 hours. The ensemble shall be capable of being decontaminated and reused for a minimum of 40 wearings. As a goal the ensemble shall be easy to don and doff, have good mobility and dexterity capabilities, be light in weight, and be economical. The mobility and dexterity goal is related to fabric weight and suit design. Responses to this RFI should reference RFI04-KKN-ICPE and shall include the following information: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (COGE Code). 3. Size of business ? Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-Owned and/or Veteran-Owned. 4. Respondents ability to meet the above criteria. 5. Any other supporting documentation. Please advise if this requirement is considered to be commercial or commercial-type product. Commercial item is defined in FAR 2.101. All responses shall be submitted no later than 4:00 p.m. local time, Thursday, June 3, 2004, to Ms. Jaime L. Carter.
