Description
The Air Armament Center (AAC), 46th Test Wing/TSRS (Range Systems Branch), is contemplating awarding sole source, Firm-Fixed-Price (FFP) procurements to Diebold, Inc., 5995 Mayfair Road, Canton, Ohio 44720 (contact Dana Little, 330-489-4240), the manufacturer of the AN/GSX-4 Anti-Intrusion Restricted Area Alarm Set, commonly referred to as the Automated Entry Control System (AECS). The AECS is an integrated configuration of equipment that controls personnel and vehicle entry to and exit from secured, controlled areas, and monitors both exterior and interior security sensors to detect unauthorized entry, as well as report alarms, and log events. Phase I of the AECS was installed by Diebold, Inc., under contract F08635-03-C-0012, and consisted of establishing a Central Security Control (CSC) with AECS and a Video Storage System including a master enrollment station; establishing an operator enrollment station at Pass and Registration; and integrating the Defense Satellite Communication System Security System to the AECS. The Government does not own a Technical Data Package for the AECS and Phases II, III, and IV must be integrated and totally compatible with the existing hardware installed in Phase I (a 14 month effort), which is nearing completion. Phase II of this project provides for the integration of the perimeter security system components to the AECS located in the CSC, and includes options for integrating the Space-Based Infrared System, four Sensitive Compartmented Information Facilities, and a medical/dental facility to the AECS. Phase III provides for upgrading the Entry Control Points access control system and Phase IV provides for upgrading the Interior Intrusion Detection System. Any offerors must be Protection Level 1 certified. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government intends to issue a letter request for proposal (LRFP) on 23 June 2004. The LRFP will include the model contract.
