- "This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command." This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Subpart 13.5 procedures will be used. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Surface Warfare Center, Dahlgren Divis ion (NSWCDD) intends to conduct sole source negotiations with the Canadian Commercial Corporation on behalf of FISO Technologies, 500, avenue Saint-Jean-Baptiste, suite 195, Quebec, G2E 5R9, Canada to provide three (3) VELOCE-HERO-100 Signal Conditioners, an extended warranty for the Signal Conditioners, and one hundred (100) FOT-HERO Temperature sensors. Items shall be delivered FOB Destination to NSWCDD within six weeks after contract award. This acquisition will be a Firm Fixed-Price contract. All items shall be delivered, inspected, and accepted FOB Destination to NSWCDD. The solicitation number is N00178-04-R-3097; it is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22, dated 5 April 2004, and DFARS Change Notice 20040423 dated 23 April 2004. The North American Industry Classification System (NAICS) Code is 334513 with a size standard of 500 employees. The offeror shall provide a copy of the standard commercial warranty or better that is applicable to the items contained in this solicitation. FAR 52.212-1, "Instructions to Offerors - Commercial Items," applies to this solicitation and is hereby incorporated by reference. The Government will award a contract resulting from this notice to the responsible contractor whose offer conforms to this notice, meets/exceeds all the specifications for each item, can meet/exceed the required delivery schedule, has a satisfactory performance history, and is registered in the Central Contractor Registration (CCR). Offerors shall include a completed copy of the provisions at FAR 52.212-3, "Offeror Representations and Certifications - Commercial Items" and at DFAR 252.212-7000, "Off eror Representations and Certifications - Commercial Items" with their offer. The following FAR and DFAR clauses apply to this acquisition and are incorporated by reference: FAR 52.212-4, "Contract Terms and Conditions - Commercial Items," FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items," subparagraphs (a), (b) 1, 24; DFAR 252.212-7001, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items," subparagraph (a) applicable with the following clauses of subparagraph (b) thereof indicated as applicable: 252.225-7012, 252.243-7002, and 252.247-7023. The following additional DFARS provisions and/or clauses apply to this acquisition: 252.246-7000, Material Inspection and Receiving Report; 252.225-7003, Information for Duty-Free Entry Ev aluation; 252.225-7008, Supplies to be Accorded Duty-Free Entry; 252.225-7009, Duty-Free Entry - Qualifying Country Supplies; 252.225-7010, duty-Free Entry - Additional Provisions; 252.225-7013, Duty-Free Entry; 252.225-7031, Secondary Arab Boycott of Israel; 252.225-7041, Correspondence in English; and 252.225-7042, Authorization to Perform. The Government will award a contract from this combined synopsis/solicitation on an all or none basis. The closing date is 19 May 2004 at 12 noon. Anticipated award date is 2 June 2004. Pricing should be in US Dollars and based on FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100.
