- Description
- NASA/JSC has a requirement for upgrade of an existing HP 8902 Microwave Measurement System. NASA/JSC intends to purchase the items from Agilent Technologies, Inc. and/or it distributors, per a justification pursuant to FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This upgrade is required to calibrate current and future microwave test equipment. Upgraded system will cover all current specification capabilities at which WSTF must be able to provide the Z-540 4-to-1 accuracy ratio required by NPD 8730.1, “Metrology and Calibration.” This upgrade must be fully compatible to aforementioned specifications of the existing HP 8902 Microwave Measure System. Agilent Technology, Inc. owns all of the current HP software codes and has propriety code software that they developed to be backward compatible with the existing HP 8902 Microwave Measure System. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Mountain Standard Time on May 21, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
