Description
The U.S. Army Engineering and Support Center, Huntsville, intends to award a contract to Dr. Michael Duncan, a small business, as a Sole Source Award, for one course in Seepage and Piping. This course was developed and is owned by Dr. Duncan, et al. The Government does not own the course material. It is anticipated that a Firm Fixed Price award executed in accordance with Federal Acquisition Regulation, FAR 13.5 and FAR 12 shall be issued. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Any proposed course should currently exist in the commercial market and meet the requirements shown herein. In addition, proposed instructors shall meet the education and experience requirements shown below. This notice is not a request for competitive proposals. However, all proposals receive d not later than 2:00 p.m. Central Daylight Time, May 21, 2004, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the govern ment. The requirement is to provide a training course in Seepage and Piping. This course trains Corps of Engineers designers and field engineers for seepage analysis, control, field problems in dams, levees, retaining walls, and slopes. This course is for both inexperienced and experienced engineers. The course uses criteria in EM 1110-2-901 and TM 5-818-5, supplemented by field experience. Specific topics will include Darcy’s Law, permeability of soils, flow nets free surface problems, erosion and piping, filter criteria and remedial measures. Course length is 36 hours. Number of students is estimated at 21. Course Date and Location: June 21-25, 2004, at Huntsville, Alabama. Offeror must provide a team of two (2) instructors who have experience in administering and instructing short courses of instruction and who are qualified by education and experience in the professional disciplines to which the subject matter relates. A c opy of resumes depicting education and experience in the subject matter shall be provided to the government for review. One instructor should possess an advanced degree from an accredited college or university with major areas of emphasis, which directly relates to one or more of the course topics. The other instructor should possess a minimum of an earned bachelor's degree from an accredited college or university with a major area of emphasis that directly relates to one or more of course topics. A copy o f diploma or transcripts shall be provided if requested later by the government. Each instructor should have experience working with the disciplines described above in the course description, either in research and/or in a professional work setting. Exp erience will be evaluated and credit given appropriately. Each instructor should have at least one course session per year for three of the past five years teaching and/or assisting in conducting short courses or seminars related to the course topics. A short course is classified as 16 - 40 hours in length. The procurement will be in the price range of $25,000 - $50,000.
