Description

SOUTH CHANNEL PHASE III, ALAMOGORDO FLOOD CONTROL PROJECT, Otero County, Alamogordo, New Mexico. The proposed procurement is unrestricted, open to both large and small business concerns. NAICS is 237990/SIC 1629, with a size standard of $28,500,000. 00. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. Bidders attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be i ssued on or about May 24, 2004, with bid opening on or about June 24, 2004. Large business firms are required to submit a subcontracting plan with the following minimum goals: 57.2% for small business; 10.0% for small disadvantaged business; 10.0% for wome n-owned small business; 3.0% for HUBZone small business; and 3.0% for service-disabled veteran-owned small business. Bidders are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process , and is subject to the availability of funds. THE PROJECT CONSISTS of the construction of a detention basin and associated outlet channel. The channel is concrete lined trapezoidal/rectangular shaped with access ramps. The basin is incised and includes slope protection, baseball/softball fields, concession stand, and emergency spillway. THE PROJECT will be advertised as an Invitation For Bid. Proposed procurement will result in a firm-fixed price contract. BIDDERS MUST BE REGISTERED with Central Contractor Registration (CCR), in order to receive a Government Contract award. To register, the CCR Internet addre ss is: http://www.ccr.gov. Additionally a paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested in proposing on this solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders must self-register on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District, US Army Corps of Engineers home page at website, http://www.spa.usa ce.army.mil, find Doing Business With Us and click on Advertised Solicitations. On this screen that is entitled, EBS Albuquerque District, click on the solicitation number you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, click on New User and follow the instructions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire registration process. When you register for the Plan Holders List, please complete all requested information. After completing the registration process for this solicitation, ve rify that your firms name appears on the associated Plan Holders List. All offerors should check the US Army Corps of Engineers, EBS Albuquerque District website daily for notification of any changes to this solicitation, including amendments.
